Overview of the
The Area Senior Diversity & Inclusion Manager will adapt the
job
national Equality Strategy to respond to the equality and diversity
challenges, issues and opportunities and drive progress within
the Prisons, Probation and HQ within the area.
The job holder will ensure equality legislation and policy
compliance, innovation, collaborate and deliver positive
outcomes for staff, prisoners and those on probation in the area.
The job holder will be responsible for providing equalities advice
to prisons, the Probation Service and HQ within the area.
The job holder will be based within an area, with strategic
leadership of the Equality function including Equality Managers
and administration.
Leading delivery of the Equalities Implementation Plan within the
area to reduce discrimination against staff and service users,
whatever their protected characteristics (race, sexual orientation,
gender reassignment, disability, marriage/civil partnership,
pregnancy/maternity, sex, age, religion or belief).
As required, writing and delivering briefings and submissions to
Ministers, Executive Directors, Director General of Operations
and HMPPS CEO.
Providing assurance to the Executive Director, Head of Office,
Prison Group Directors, Regional Probation Directors and their
remits within the group, to ensure they are adhering to equalities
and Welsh language policies and procedures.
The role is an opportunity to ensure prison, probation and non-
operational directorates within the area embed the Strategic
Priorities of the Central Disparities Unit and the wider
Professional Standards Group, the Equalities Strategy and
Lammy Recommendations to introduce transformation of culture
within all streams of work.
The job holder will report to the Head of Office who sits within the
Area Executive Director support team.

Summary
The post holder will form part of the senior management team
within the area. They will need to be experienced and very
strong in delivery, with an excellent record of communicating and
team leadership.
The job holder will be responsible for leading, delivering and
driving the national Equality strategy at the group level, by acting
as an interface between the national Disparities Unit and
Professional Standards Group at HQ and prison, probation and
HQ staff in the area.
The job holder will lead and enable Equalities leads in prisons,
probation delivery units and HQ to improve outcomes, reduce
disproportionality and share and encourage learning and
innovation.
There will be regular structured contact with Equality leads in
prisons, probation delivery units and HQ with a responsibility to
provide leadership, assurance, support and direction.
The post holder will lead on responses with regards the Welsh
language, on behalf of the area, to the national Welsh Language
lead.
The post holder will communicate, with commitment and clarity,
the drivers behind the Lammy Review and the wider Equality
Strategy; supporting prisons, probation and non-operational
facing business within the area with what must be done to deliver
against each.
The post holder will have a sound understanding, or want to
learn about, the divergent needs of service users and staff
across all nine protected characteristics under the Equality Act
2010.
This is a non-operational job with line management
responsibilities.
Responsibilities,
The job holder will be required to carry out the following

Duties
• Co-ordinate delivery of the HMPPS Equalities Strategy
within all functions of the area, being prison, probation
and non-operational.
• Build understanding of equality and diversity, to meet the
needs of the prisoners in our care and to support the
development of inclusive and rehabilitative culture.
• Plan, implement and manage the sharing of knowledge
and good practice to inform innovation and improve
outcomes across the group.
• Promote the routine application of the Equality Analysis
process consistent with the relevant Instruction.
• Provide direction for reducing disproportionate outcomes
for staff and prisoners and embed a culture of just and fair
treatment.

• Lead on all Equality matters across the area and advise
and support Prison Group Directors and Governors on
equality implementation and delivery.
• Provide policy lead support to all Equality leads within the
area on the development of prisoner involvement and
engagement, including peer support and prisoner forums.
• Develop a strategy for the area, involving each prison with
the differing diverse needs of each, ensuring access to
rehabilitative activities and processes through taking into
account reasonable adjustments when required.
• Provide direction and support for the implementation of
relevant legislation review including the delivery of
recommendations following the Lammy Review. The
changes will need to be across the area, ensuring
improved outcomes across establishments.
• Provide high quality briefings for Ministers and Senior
Leaders, including the SoS, Director General of
Operations and the CEO of HMPPS.
• Drive improvements in collation and publication of the
area staff focused data.
• Work collaboratively with other prison service equality
advisors to ensure wider development of improved
equality outcomes in establishments.
• Lead on responses, on behalf of the area, with regards
the Welsh Language.
• Champion an area-wide culture that promotes equality
and diversity.
• Liaise with staff to receive, collate and analyse information
to monitor outcomes in all establishments, identifying
trends and risks, and engaging and constructively
challenging staff to address disparity.
• Develop and utilise data to identify trends and themes and
take appropriate action to maintain and enhance
performance across the group, flagging concerns to
Governors, Probation Delivery Unit Heads, Regional
Probation Directors, Prison Group Directors and the Area
Executive team where appropriate.
• Maintain structured regular contact with senior staff and
equality leads in establishments to address equality
related matters, as well as ensuring effective
communication with HMPPS HQ equality leads.
• Ensure establishments have proactive equality action
plans which are driven by engaged leadership and staff
and set out how the Public Sector Equality Duty will be
met.
• Develop and maintain effective communication and build
alliances with external stakeholders to ensure effective
delivery and enhance provision into establishments and
share learning and best practice.
