Overview of the job
The post holder will lead a team within the wider Equalities function to be Senior
Equalities Manager.
Responsibilities include:
• Leading delivery of the Equalities Implementation Plan within HQ
Directorates to reduce discrimination against staff and service users,
whatever their protected characteristics (race, sexual orientation, gender
reassignment, disability, marriage/civil partnership, pregnancy/maternity,
sex, age, religion or belief).
• Leading on high profile and sensitive operational policies including
implementation of the Transgender Policy Framework and Ensuring
Equalities for Staff.
• Driving reviews of current policy on the treatment of staff and offenders
with disabilities in order to reduce discrimination.
• Leading interaction with the Gypsy, Roma and Traveller stakeholder group
and owning delivery of the GRT Lammy action plan.
• Working closely with HR colleagues to ensure recruitment of BAME staff
aligns to the agreed target of 14%.
• As required, writing and delivering briefings and submissions to Ministers,
Executive Directors and HMPPS CEO.
• Leading on equality analysis sign off for the Operational Policy Secretariat
(OPS) for all new policy frameworks.
The role is an opportunity to ensure all non-operational directorates within HMPPS
embed the Strategic Priorities within the Equalities Strategy and Lammy
Recommendations to introduce transformation of culture within all streams of work.
The post holder will be based in HQ and report to the Head of Equalities.
Summary
The post holder will form part of a senior management team within the HMPPS
Equalities team. They will need to be experienced and very strong in delivery, with
an excellent record of communicating and team leadership.
The post holder will communicate, with commitment and clarity, the drivers behind
the Lammy Review and the wider Equality Strategy; supporting the wider non-
operational facing business with what must be done to deliver against each.
Working with senior internal and external stakeholders including, but not limited to:
HR, Learning and Development, Unions, Gypsy, Roma, Traveller (GRT) movement
and Private Office. Through these interactions, they will ensure the Strategic
Priorities within the relevant Lammy Recommendations are delivered, evaluated
and sustained.
The post holder will lead a team (c. 5 staff) of senior and middle managers, to
provide a systematic approach to planning, stakeholder management and
evaluation.

The post holder will oversee other key operational delivery around Equalities,
notably:
• Rollout of the operational policy on transgender prisoners, through which
prisoners who are transgender are assigned to the appropriate prison to
meet their needs and to manage any risks.
• A review of policies around how staff with disabilities are treated, with a
particular focus on Reasonable Adjustment Policy and Practice.
• Design and implementation of a plan to work with HQ and other
stakeholders that looks at sustainable organisational culture change.
The post holder will have a sound understanding, or want to learn about, the
divergent needs of service users and staff across all nine protected characteristics
under the Equality Act 2010.
Responsibilities,

• Co-ordinate delivery of the HMPPS Equalities Strategy within the HQ
functions.
• Lead key areas of Operational Policy, including the sensitive and high profile
policy of how to manage Transgender Prisoners, as well as a review of
treatment of staff with disabilities.
• Provide high quality briefings for Ministers and Senior Leaders, including the
SoS and the CEO of HMPPS.
• Drive improvements in collation and publication of HQ staff focused data.
• Use published evidence and data to identify trends and create effective
approaches to improve equality outcomes for staff and service users.
• Chair the external engagement forum for the Gypsy, Roma, Traveller (GRT)
movement and lead on delivery of the GRT Lammy action plan.
• Drive improvement of equality analysis for all new and refreshed Policy
Frameworks.
