About the Property Function
The MoJ Property Function is a customer focused organisation that exists to enable our customers to
perform to their very best. We do this by providing high quality, services, and working environments that our
customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to
manage one of the most diverse and complex estates in Government - hosted by the Ministry of Justice
(MoJ).
MoJ Property provides specialist services including facilities management, health and safety, fire safety and
security, technical design expertise, and sustainability. We are responsible for a great deal - our portfolio
consists of properties valued at £9.3bn for the MoJ alone. We are part of the Government Property
Profession (GPP) and through active membership and engagement we work with the Office of Government
Property to develop the maturity of the profession and also encourage our people to join the GPP. We
continue to build our capability through training and recruitment, aspiring to be the best that we can be as

Salary
The salary for this role is set within the MoJ SCS PB1 range.
External candidates should expect their salary upon appointment to be £81,000 per
annum.
Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on
the date of their appointment.
Contract Type
This role is being offered on a permanent basis.
This role has a minimum assignment duration of 3 years - in line with the deliverables
identified. Please note this is an expectation only, it is not something which is written into
your terms and conditions or indeed which the employing organisation or you are bound
by.
The Role
You will lead the directorate’s business architecture approach, with responsibility for a
broad strategic delivery portfolio. Operating at the heart of the directorate you will lead and
continuously improve the organisation’s design, maintaining a delivery model that is
consistently right sized and capable of delivering our Property Strategy and Business Plan
activity. Maturing and embedding a refreshed operating framework will ensure our

governance, risk and assurance processes provide end to end oversight and alignment
across the property portfolio. As such, this is a uniquely high-profile people-centred role,
that puts you at the centre of departmental decision-making.
You will also be responsible for offering counsel and advice to the department’s
Permanent Secretary and Directors General.
The role will include development and management of strategic asset opportunities and
threats (at building level, acquisitions, disposals) and management of information, data
and systems, underpinned by sound governance processes, analysis/use of data to inform
decisions underpinning strategy, policy and planning. This strategic management of the
Estate wide priorities would see the role working closely with stakeholders such as His
Majesty’s Prisons and Probation Service (HMPPS).
Working directly to the Chief Property Officer, as a member of the Property Directorate
Senior Leadership Team, you will plan and oversee a professional function, managing
performance, risk, change and organisational design of the function to ensure that it
delivers on its strategy and for its stakeholders.
Key Responsibilities
The role requires an exceptional and experienced senior level professional with sound
judgement, excellent problem-solving skills and the ability to work calmly under pressure.
The role requires the ability to look outwards to the wider Property Function, Property
profession and the wider Civil Service community.
You will need to have proven abilities, confidence and skills, in building and maintaining
your network across different organisations, successfully influencing senior stakeholders.
As a member of the Property Senior Leadership team, you will participate in the collective
leadership of the Function, you will develop strategies, plans, policies and controls to
deliver on short-term and long-term objectives, having a transformational and visionary
leadership style
Governance, Performance & Planning: Build a strategic management centre, based on
sound governance to allow MoJ Property to support and inform HMPPS in making
strategic asset decisions, reducing spend across the portfolio as a result.
Lead on performance monitoring, and risk management across the Property Function,
including reporting to Chief Operating Officer Executive Team, ExCo, the Audit & Risk
Committee and the Cabinet Office.

Lead our corporate approach to skills and capability: Working with a broad range of
stakeholders including heads of professions, Office of Government Property, you will build
on the success of our existing leadership, line management and core skills offers to meet
our strategic workforce needs.
Work alongside other government departments to keep abreast of the government skills
strategy and ensure Property is at the forefront of development.
Performance and Talent: Deliver and strengthen our approach to performance and talent
management, ensuring we have strong succession plans and support career progression
that ensures a high performing organisation.
Organisational Development and Culture: You will design and deliver impactive and co-
ordinated Organisational Design interventions that support MoJ Property to be a great
place to work and to get the best out of everyone. Manage a directorate wide review of
service delivery, ensuring the Property Function has the skills and capability to deliver
against the commitments set out in its business plan.
Delegated budget responsibility in excess of £100m per annum.

Technical Skills:
Government Property Profession (GPP) Technical Skills
The GPP Framework is aimed at staff working in property or property-related roles and
consider property to be their career anchor profession. This usually encompasses posts
where professional qualifications and experience are directly relevant to the work being
undertaken.
However, it is also applicable to those who are currently not qualified property practitioners
but wish to make this their profession of choice. Those with a property background at any
level are encouraged to register with the GPP, which exists to support property

The Staff Engagement Exercise or SEE is an opportunity to engage in a two-way
discussion on a set topic area with a group of staff from the organisation. The topic area
will be shared with you in advance. An Occupational Psychologist will brief you before the
assessment, observe the assessment and debrief you. They will facilitate a discussion to
seek feedback from the staff, which will be considered alongside their own observations

will be asked to prepare a verbal 5-minute presentation based on a topic that will be

After the Panel Interview and Presentation
Following the interview, the performance of all candidates will be reviewed, and the
successful candidate identified. All candidates will be notified of the outcome as soon as
possible after the conclusion of all interviews. If you are not the successful candidate but
you meet the standard required, you may be invited to have your details retained on a
merit list to be considered for future SCS roles.

If successful you will be at one of the MOJ National Hubs based on your home location.
