Overview of the job
This role sits in the Security Risk Unit (SRU) in the Security, Order and Counter
Terrorism (SOCT) Directorate.
The Unit’s objectives are to ensure HMPPS is robustly managing its live and emerging
security risks, developing a learning culture and ensuring those working in
operational settings are knowledgeable and up-skilled to deliver effective security.
The post holder will be responsible for the development and management of a
security capability function within SRU. The purpose of the function is to provide a
user-led, dynamic and responsive training and development service for staff in
operational settings that develops their security capability and supports a
rehabilitative culture.
This is a national post, regular attendance to meetings in London and travel to sites
across the HMPPS estate will be required.
The job holder will report directly to the Head of Security Practice and line manage a
team of approx. 6 staff.
The Security Capability Governance, Assurance and Development Manager is a non-
operational role.
Summary
? The post holder will lead on the design and implementation of a proactive and
outward looking capability function to ensure effective delivery of security
within operational settings.
? The post holder will hold responsibility for the development and management
of the function’s governance procedures, commissioning framework, quality
assurance and evaluation processes.
? The post holder will act as a link between SRU, SOCT, wider HMPPS and MoJ to
ensure alignment of capability activities to strategic priorities and objectives, as
well as supporting the operational need.
? The post holder will build networks and links with other Government
Departments, external agencies, security bodies and academia to assess new
means of building capability and opportunities for cross-working.
? The post holder will ensure a team of advisors are skilled and continuously
developed to successfully deliver security capability initiatives.
? The post holder will require strong written and communication skills to engage
with a wide range of customers to promote effective security. Excellent
organisational skills and the ability to deliver at pace are vital. The individual will
be required to develop and support a range of initiatives, whilst maintaining
attention to detail and delivering high quality products. The post holder will
demonstrate strategic thinking and effective problem-solving skills. The
successful candidate will have a passion for making a difference and will enjoy
the challenge of enhancing capability in complex and diverse settings.

Responsibilities,
The job holder will be required to carry out the following responsibilities, activities

? To hold responsibility for the development and management of the
function’s governance procedures providing oversight of secretariat duties
for relevant boards and working groups.
? To hold responsibility for the development and management of the
function’s commissioning framework, analysing and assessing drivers for
demand, against an ability to respond.
? To hold responsibility for the development and management of the
function’s quality assurance processes ensuring a high quality of security
capability products, whether developed within or outside of the team.
? To hold responsibility for the development and management of the
function’s evaluation framework in order to review and understand
business value and benefit.
? To oversee the successful delivery of a variety of security capability
activities in response to business need, in line with priorities set by the
organisation.
? To develop and manage a range of informal and formal security capability
initiatives, thinking creatively about different methods of delivery and
access.
? To engage with senior leaders across SOCT, wider HMPPS and MoJ to
ensure collaborative and joined up approaches to enhancing security
capability in operational sites.
? To build relationships and liaise with other Government Departments,
external agencies, security bodies and academia to raise the profile of
security capability building within HMPPS and consider areas of cross-
working.
? To ensure the effective use of resources to optimise delivery and provide
value for money.
? To promote the work of the Directorate and Unit internally and externally.
? To lead on projects and bespoke pieces of capability work on behalf of SRU
and SOCT.
? To work with the Head of Team on business planning and direction setting.
? To work with the Head of Team on the planning and delivery of team and
unit events.
? To hold line management responsibility for a team of approx. 6 staff. To
ensure a skilled and competent workforce with the necessary abilities and
knowledge to advise, develop and deliver on security capability packages
and products.

Minimum Eligibility
? All candidates are subject to security and identity checks prior to taking up post.
? All external candidates are subject to 6 months’ probation. Internal candidates are
subject to probation if they have not already served a probationary period within
HMPPS.
