About the role
The Modelling & Forecasting Team provides HMCTS with a centre of expertise around modelling and forecasting, supporting strategic planning, performance modelling, implementation of new policies and judicial resourcing as well as carrying our bespoke analysis to support this work and provide greater insight into key issues impacting HMCTS. We are current support both operational modelling but also the impacts of major policy change and other changes and this post was created to support a range of major policy and other changes.
The Renters (Reform) Bill is a major policy change at the heart of the Government’s commitment to “bring in a better deal for renters", including abolishing ‘no fault’ evictions and reforming landlord possession grounds. This will have a knock-on impact on the justice system as it changes the law and introduces legal safeguards (protected by appeals and claims to both Civil Courts and Property Tribunals) in the areas of evictions, possessions, and rents.
The Plan to Make Work Pay is a manifesto commitment and a core part of one of the Government’s five mission-led priorities to grow the economy. The plan is designed to help more people to stay in work, support workers’ productivity and improve living standards. One of the first significant delivery vehicles for this plan is the Employment Rights Bill. Once implemented, the Bill will represent the biggest upgrade in employment rights for a generation.
This post has been created to support the modelling the impacts of these and other policies on the Courts and Tribunals which are expected to be significant and challenging to deliver. Your work will directly influence MOJ ministers’ responses to these initiatives as well as supporting operational implementation and offers a unique perspective spanning policy and operational delivery across Government.
This is an interesting and challenging role where you’ll lead a team (of 2 analysts) supporting multiple projects simultaneously, balancing resources and delivering at pace, while effectively managing stakeholder expectations. You will be expected to scope and lead work independently and confidently communicate analytical products.
Your role as the G7 Policy Implementation Modelling Analyst encompasses several key aspects (but not limited to):
You will lead a team of 2 to develop and deliver a range of analytical models including supporting analysis, looking for innovative and automated solutions which meet our business requirements and are easily understood by our stakeholders.
This will involve using various analytical and data science techniques to interpret complex data from MoJ, HMCTS, OGD (mainly DLHUC) and external sources and construct models that are future proof and adapt to changing requirements.
The modelling will need to consider both demand (how much work will the justice system see) but also supply (what capacity in terms of judges, staff and courtrooms do we need to support this demand) as well as understanding the likely performance of the new process put in place to support the policy.
You will also help with the specification of data collection for reporting performance and information to help assess key modelling assumptions and some tactical delivery around this (longer term requirements will be delivered by our Reporting and Analysis team).
You will also support (alongside finance colleagues) modelling to support the business case support the implementation of the policy.
You will proactively engage with DLHUC, MOJ Policy, Operational and Judicial stakeholders, business partners and operational teams to elicit requirements for, and identify opportunities where, analysis and modelling can add value to key issues. This will include supporting longer-term planning (i.e., Spending Reviews) as well as annual planning.

The ideal candidate for this position should demonstrate:
Essential
Experience of managing a team directly and on a matrix basis, across multiple projects and functions
Experience of leading and developing individuals within multi-disciplinary analytical teams
Strong knowledge of:
data preparation, exploration, analysis
application of analytical and statistical methodologies for generating insight and for modelling.
and presenting results using appropriate visualisations.
Understanding and applying analytical quality assurance especially around the generation and governance around assumptions
Ability to work both independently and with guidance and support, managing own time and priorities as required.
Ability to work confidently with a diverse group of senior stakeholders and challenge established business processes and working practices.
Contribution to the implementation of creative and innovative approaches to delivering better quality service and products.
Membership of or eligibility to join, or membership in an Analytical Profession (for example Government Operational Research Service (GORS), Government Statistical Service (GSS), Government Economic Service (GES), or Digital, Data and Technology (DDAT)).

Desirable
Analysts in the department currently use Power BI, Excel, SQL, R and Python. Some experience of using these is desirable, but training opportunities will be available to broaden the knowledge of the successful candidate.
Knowledge of the justice system and the work of HMCTS
Knowledge of building reproducible analytical pipelines, automation, and version control (using GitHub)

Working pattern
Due to the nature of the role, the minimum working hours is 30 hours over 4 days a week.
Travel requirements
There will be a requirement to travel occasionally to any HMCTS site in line with business needs.
