Overview
The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government - hosted by the Ministry of Justice (MoJ). The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.
MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.
We continue to deliver new ways of working across our portfolio - leading on the scale and pace of activity for central government - proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.
Team Overview
The post holder will support the senior management team, accountable to the Agency’s Construction H&S Lead for the successful, timely and quality delivery of construction projects across the MoJ Estate. The post will lead as an expert in Health and Safety (H&S) ensuring that construction projects are legally compliant, building towards having industry leading construction projects where H&S and building safety compliance is the number one priority. They will engage across the civil service, develop our internal capability, and analyse projects to target interventions.
Job Description, Duties and Responsibilities

This role is responsible for:
The strategic and technical support to the MoJ Property directorate, ensuring the safe delivery of construction projects for the group.
Technical support of health and safety and building safety aspects across the MoJ Property cluster.
Supporting with the team’s outputs, training requirements plus its delivery and continuously promoting a positive H&S culture.
Ensuring personal development and professional accreditations are kept up to date.
Attend management meetings as required and facilitate with the presentation of health and safety reporting internally and externally to customers.
Undertake a continuous improvement approach to the account, seeking to present and provide solutions and operational improvements.
Business interfaces and front-line customer and stakeholder engagement at a regional and national level
Supporting health and safety initiatives across the prison infrastructure portfolio working on roughly £4bn of construction projects over the next five years, and beyond
Ensure health and safety risk management actions are in place and are actioned accordingly
Undertaking accident investigations and ensuring all data systems are updated in relation to all aspects of health and safety concerning prison construction projects.
Managing the Estate
Act as a key member of the prison infrastructure team
Manage as required the provision of reactive and planned interventions across projects to ensure that health and safety and building safety is considered as the number one priority by customers, consultants and contractors, as well as civil servants, across a wide-ranging number of national construction projects
Undertake a system of inspections, monitoring and audits across our construction projects
Support the delivery of expansions to the prison estate and assist in ensuring this is managed, monitored and reported in an accurate and timely manner
Provide meaningful input to all teams to help drive performance improvement through analysis of management information and reporting
Provide technical guidance to the prison infrastructure team to leverage knowledge from the data and translate into improvements in processes, specifications or services
Work collaboratively with others across MoJ Property to set actions and resolve escalated issues.
Actively participate in the prison infrastructure team, MOJ Property Directorate, wider MOJ and industry networks to share best practice to overcome specific and generic blockers to effective health and safety management
Contract & Supplier Management
Effectively contribute to service level governance and operational supplier management of all construction contractors through engagement, site inspections and audits.
Assist with the day-to-day contractor and supply chain engagement from a health and safety perspective
Provide support on technical issues from day-to-day issue resolution through to strategic quarterly reviews
Attend and actively participate in supplier contract performance meetings as required
Liaise with MoJ Property and the wider civil service to understand performance of contractors and evolving customer requirements
Accountable for working with the supply chain to drive safe working practices in accordance with business and industry targets
Assist with tender evaluations from an H&S perspective
Government Wide Initiatives
Support the delivery of Government Soft Landings and programmes such as Digital Construction providing the necessary input and resource from the team as required
Support the prison infrastructure construction H&S Lead in professionalising construction health and safety management across central government and representing the Property function within the Government Property Profession as required
Customer & Stakeholder Management
Support the day-to-day customer engagement from a health and perspective
Contribute to effective stakeholder relationships within the wider property portfolio
Work in collaboration with the MOJ Property Account Management Team to facilitate strong customer relationship management.
Assist with the management and resolution of any escalations or complaints relating to health and safety from the customers or supply chain, including request for additional spend, elective new works, changes to scope or specification as required
Managing People
Support the prison infrastructure team to deliver our construction projects in a safe manner, with H&S at the heart of what we do
Ensure all MoJ colleagues associated with prison construction projects are fully compliant with mandatory learning, competencies, skills and behaviours required to discharge their role
Promote a high-performance culture and excellent customer service in all activity ensuring that people demonstrate appropriate behaviours in delivering a service to the business
Skills and Experience
Essential
To have a professionally recognised health and safety qualification (e.g. NEBOSH and membership of a professional health and safety body) with a background in health and safety construction delivery.
Have a good understanding and have discharged client under the building safety act.
To have supported health and safety across construction projects and have a track record of addressing compliance issues.
You will have a minimum of 5 years’ experience of the delivery of complex construction programmes across a widely varying estate
You will be able to demonstrate significant experience in project/programme health and safety management, delivering works against challenging deadlines
You will be an active member of a professional engineering trade organisation or body.
You will be a Chartered member of Institution of Occupational Safety and Health (IOSH) or working towards.
Government Property Profession (GPP) Competencies
The GPP Competency Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels.
