Role Purpose

(250 words max)


You will work within the HMCTS HQ, National Security and Safety Team, as a Health and Safety Audit and Assurance Officer providing professional health and safety advice and assurance to senior duty holders across the HMCTS estate. This role will proactively seek to test current safety performance to reduce work-related incidents by further developing the health and safety culture, making the work environment both safer and healthier. The successful candidate(s) will hold a NEBOSH Certificate and will have proven experience in health and safety audits/inspections and assurance reviews, working towards becoming a Chartered Member of Institution of Safety and Health (CMIOSH) and towards the ISO 45001 auditor qualification (fully supported and financed by HMCTS), if not previously attained. This role will require the post holder to regularly travel to different parts of the United Kingdom, which will involve some overnight stays (Note: all additional travel and accommodation will be funded by HMCTS) .
















Key Accountabilities (600 words max)



  • Lead in the development of an audit/assurance framework to test management systems in order that HMCTS maintains its legal and moral obligations with regard to health, safety, security and wellbeing.

  • Attend multiple HMCTS sites located throughout the United Kingdom on a monthly basis to conduct audit and assurance processes, to continuously develop Safety and Security policy and to promote a positive safety culture in the workplace through senior Director, Trade Union representatives and stakeholder liaison.

  • Utilise key Safety and Security experience, knowledge and understanding to provide strategic and insightful challenge to business leaders and in managing the expectations of Executive Directors, Trade Unions, Senior Management and Staff.

  • Lead in shaping and influencing Security and Safety strategy with senior business leaders to translate business priorities into activity to be implemented by operational and line managers.

  • Demonstrate leadership and tact to control and manage audit and assurance processes by offering effective communications with stakeholders throughout the process to ensure Safety and Security remains a priority in a demanding environment.

  • Competently review processes and initiate change for the strategic management of Safety and Security by proactively leading the management, monitoring and continual review of audit and assurance reporting, findings/recommendations and action plans with relevant the stakeholders/ action owners.

  • Demonstrating knowledge of and practical experience in testing and directing on Security and Safety policy and processes in varied, high-risk environments within a multi-faceted organisation.

  • Develop a risk-based audit and assurance programme and procedures including the production of the terms of reference, standards, question sets and action plans.

  • Effectively plan, organise and manage the expert delivery and reporting of audit and assurance processes by clearly understanding and assessing risk profiles, through a systematic process designed to keep the HMCTS workforce and those who use our premises healthy and safe. This includes writing professional audit/assurance communications; reports; recommendations and action plans.

  • Provide professional Security and Safety engagement, as necessary with other external stakeholders on safety issues as required including HSE, Local Authorities and other government departments.

  • Experience in line management as the role includes the management of a small team.


Knowledge, Skills and Experience (500 words max)


  • A strong understanding of operations within either tribunals or courts and Security and Safety risks associated with these, or of an equivalent complex operational environment.

  • Chartered Member of Institute of Occupational Safety and Health (IOSH) or at least Technical/Graduate level working towards Chartered membership as part of your continual professional development within HMCTS.

  • ISO 45001 auditor qualification, if not previously attained.

  • National Security clearance at Security Check (SC) level, which can be processed upon selection to role.

  • A good understanding of operations within either tribunals or courts and the Health and Safety risks associated with these, or of an equivalent complex operational environment, would be desirable.

  • Previous experience of working in a senior Health and Safety audit/assurance or management role, delivering and reporting on Health and Safety audits.

  • Previous experience in engaging with senior managers and other senior stakeholders to develop and review policies and procedures and audit and assess the effectiveness of management arrangements, providing expert feedback and recommendations for improvement when necessary.

  • Broker solutions and challenge the business as appropriate to put Safety and Security at the forefront of the business. Engage business leaders to advocate and demonstrate compliance with policies to readily identify and champion sustainable interventions.

  • Demonstrate leadership and tact to control, manage and assure occupational health and safety processes by offering effective engagement with stakeholders throughout the process to ensure Health and Safety remains a priority in a demanding environment.

  • Demonstrating knowledge of and practical experience in testing and directing on safety policy and processes in varied, high-risk environments within a multi-faceted organisation.

  • Utilise key occupational health and safety experience, knowledge and understanding to provide strategic and insightful challenge to business leaders and in managing the expectations of Executive Directors, Trade Unions, Senior Management and Staff.

  • Strong communication, negotiation and influencing skills to be able to explain complex safety procedures clearly to an external audience in concise and accurate terms.




Management of Resources (250 words max)

  • Manage one or two staff as required by the team structure, providing line management for all aspects of their role including setting work plan objectives, reporting and supervising on a daily/weekly basis.

  • Seek to build your own capability and that of the team to improve performance.

  • Assist with support for other Safety, Security and Fire areas which may include providing cover for the Safety and Security Officers on the team, when required.

  • Work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post and deemed necessary by line management to fulfil the role and requirements of the team.

  • Will supply support to the wider Chief Financial Officers team commensurate as required with the grade and level of responsibility of the post.


Autonomy (250 words max)


The postholder will need to utilise their significant technical audit and assurance knowledge and experience to ensure HMCTS develops the most effective safety and security policies/guidance and training and awareness materials. The postholder will report directly to the Head of Security and Safety and the National Health and Safety Officer for review of these products, although significant autonomy is given over to this role. The successful candidate will often be required to work independently and will have the scope to inform strategic decision making with occasional input and support from the Head of Security and Safety and the National Health and Safety Officer, as and when required.




Key Relationships and Contacts (300 words max)


The role holder is responsible for developing and delivering a programme risk based health and safety and security assurance reviews and audits across the organisation. This requires ability to build constructive and trusted relations with senior regional and national duty holders, acting as their critical friend to enhance Safety and Security delivery/culture across the organisation and demonstrate enhanced confidence of assurance. The role holder will also be required to build effective, supportive relations with suppliers and other vested interest parties, including the judiciary to enable effective delivery of this programme of assurance. The postholder’s advice will inform national safety and security decisions across operational, property delivery of the complex courts/tribunal services HMCTS delivers. A need to:

  • Maintain effective collaborative relations internal stakeholder relations with Operations, HR, senior duty holder roles and Regional Safety and Security Officers, across all regions and with HMCTS colleagues at junior, middle and senior management levels, to ensure safety and security expertise is used effectively and proportionally to shape positive change and build productive relationships with these stakeholders.

  • Maintain and represent HMCTS interest across a network of senior security and safety contacts across government departments/agencies, including the police, Security service, Enforcement Authorities, to engage effective benchmarking and ensure maintenance of ‘best practice’ standards.
