About the Role:
The Planning and Performance (P&P) team at the Ministry of Justice (MoJ) is dedicated to enhancing performance understanding and outcomes to deliver on departmental priorities. We support strategic planning and performance activities across the department, working closely with stakeholders to foster a culture of continuous improvement. Our goal is to place performance data, insights, planning, and critical thinking at the core of our operations, enabling the department to achieve its strategic objectives and serve the citizens effectively through delivery of the Governments missions.
Planning and Performance Managers will be required to support a variety of planning and performance activities, including the development of strategic plans aligned with organisational priorities; telling the department’s performance story through its metrics and Key Performance Indicators (KPIs), monitoring progress, providing assessments; leveraging technology to enhance insights; streamline processes of performance reports and disseminating knowledge and support to optimise planning and performance practices across the department through our Centre of Expertise model. The Centre of Expertise works collaboratively alongside teams and provides central, wrap-around planning and performance support, guidance, and advice to help drive planning and performance maturity.
Key Responsibilities:
Manage and innovate workflow processes: Maintain existing workflow practices whilst enhancing planning and performance processes through continuous improvement, technology and automation.
Communication: Effectively communicate insights to various audiences. Including managing and maintaining internal and external communication channels and platforms, raising awareness and visibility of the team's work amongst stakeholders.
Engagement: Design and develop engagement events and bespoke communications for the wider planning and performance community.
Stakeholder Management: Build relationships with senior leaders and colleagues.
Collaboration: Work with senior managers and stakeholders to develop and embed the departments performance framework, strategic direction and goals.
Growth Mindset: Engage in learning and development opportunities.
Proactive Approach: Prepare for reporting requirements and deadlines.
Data Analysis: Analyse quantitative and qualitative data to provide robust performance insights.
Report Writing: Produce high-quality performance assessments for senior stakeholders.
Lead administration and coordination of engagement events: Take a leading role for planning, organising, and managing the activities and resources related to events including its feedback and evaluation of its effectiveness.
Essential Skills and Knowledge:
Prioritisation and workload management - Ability to plan, manage a demanding workload and prioritise effectively.
Strong interpersonal and communication skills - Ability to build rapport and trust with stakeholders. Experienced in producing performance reports and presenting insights (written and verbally) in plain English, to effectively explain complicated information to co-workers and stakeholders.
Identifying improvements and efficiencies - Ability to identify areas of improvement, efficiencies through automation and create innovative approaches to delivering better quality services and products.
Data analysis and visualisation - Knowledge and experience of data preparation, data analysis, quality assurance, and presentation of results using high quality visualisations to provide robust performance insight.
Ability to work proactively and confidently across the department - Ability to work on their own initiative, anticipating problems and opportunities to achieve the department's objectives.
Ability to collaborate with and manage stakeholders at a more senior level - Experience of stakeholder management and ability to build strong working relationships with a diverse range of colleagues.
Proficiency in Microsoft Office 365 - Specifically Microsoft Word, Excel, PowerPoint, and Teams. Experience in using Excel (or similar analytical tools) to manipulate and visualise data.
Desirable Skills:
Comfortable presenting to and facilitating groups - ability to communicate effectively with different audiences, lead discussions, and coordinate activities/group discussion among team members or stakeholders.
Strategic planning experience - Experience of being involved in the development and writing of strategic plans within government departments or Arm’s Length Bodies.
Knowledge of the Justice system

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard full time working hours are 37 hours per week excluding breaks which are unpaid.
