Overview of the job |
The job holder will be responsible for Youth Custody Service (YCS) data development, data visualisation, presentation and for publication of statistics on .gov to drive public transparency. They are responsible for performance reporting and governance across senior stakeholders internally and externally. It will be the job holder’s responsibility to embed and enhance the YCS Performance Framework and to lead the development and implementation of the YCS Performance Tool. The tool aims to drive performance across key YCS priorities with a clear and consistent methodology.
The job holder reports to the Head of Function. The post is HQ based. The job holder will lead a mid-sized team. |
Summary |
The job holder will lead the team responsible for capturing, analysing, and presenting information and driving performance oversight for the YCS. Their key responsibilities will include:

Data development and presentation: Creation and enhancement of information streams that provide insight to performance and understanding across the Youth Secure Estate. Data capture tools will have clear methodologies and supporting guidance.

Development and delivery of published documents, including Annual Reports and Official and National Statistics.

Leading Performance Governance, including the enhancement and embedding the YCS Performance Framework, leading briefings across local and central YCS performance groups and senior cross agency briefings.

Lead YCS data innovation including the development of new data streams, working in partnership with subject matter experts, policy leads and digital colleagues to identify and implement digital enhancements to support data collection.

Identify, revise and enhance data collection, presentation and analytical tools working in partnership with system owners, MoJ and HMPPS so YCS requirements are met.

Leading the development and embedding the Youth Performance Tool. Developing indicators of performance that drive behaviours, and help deliver outcomes for children and young people. Lead on moderation panels and the publication of outcomes.

Work in partnership with commissioning teams to identify data requirements and key performance indicators for future contracts.

Responsible for the drafting of FOI/PQs and briefing packs linked to information and performance for the YCS.
The role requires close working across YCS, HMPPS, MoJ (Policy, Data and Analysis, Commercial, Commissioning and Digital) as well as operational teams in establishments, to enable the delivery of the above and positively influence each of these functions to deliver the best possible outcomes for children and young people in the secure estate. |

As a senior manager in the YCS, the job holder will be expected to demonstrate the qualities set out in the Leadership Qualities Framework, including an ability to set purpose and direction for their area of work, lead with courage and integrity, engage others, and work in partnership. They will also be expected to contribute expertise and knowledge to the corporate design and vision of the YCS and development of the YCS’s strategic plan. They will provide leadership and direction for the staff that they manage ensuring that they deliver on key objectives and make an effective contribution to the wider work of the YCS.

This post makes a significant contribution to the outcomes for children and young people in the secure estate, as it is central in ensuring that staff working across the estate, senior managers and stakeholders have the right and accurate information they need to set strategic direction and make effective decisions. The evidence and advice produced by the post holder directly influences operational practice and commissioning and commercial behaviours.

You will lead on the contribution to YCS’s responses to all briefing requests (including Select Committee, NAO and Public Accounts Committee briefings) and all PQs, FOI requests and Minister’s cases on information and data/performance related issues.

You will be responsible for the Secretariate function for the Youth Performance Committee, ensuring that the agenda reflects the key areas of business requiring discussion at the appropriate times and that those discussions are minuted and resulting actions followed up.

You will be responsible for identifying, revising data collection across the Youth Secure Estate, this includes utilising systems such as YJAF and AssetPlus (and wider systems) to capture information to inform outcomes and broaden our understanding of performance.

You will lead the production and publication of Official and National Statistics on .gov. This includes taking overall responsibility for the content, liaison with policy groups, assisting with necessary Ministerial agreement, and working with Press Office in preparation for publication.

You will be responsible for embedding and updating the Youth Performance Framework. This includes providing evidence to Senior Officials across YCS and the wider agency to support escalation of concern of an establishment or providing assurance that sufficient progress has been evidenced.

You will be responsible that the YCS is compliant with legislation, government policy and best practice in relation to information management and assurance.

The job holder is responsible for information presentation across the Youth Secure Estate, this includes ensuring that data is accurate and provides meaningful performance management information that enables senior leaders to make the right decisions for establishments. You will work closely with partners across the YCS, HMPPS, MOJ and other government partners to build understanding of assurance activity and qualitative performance outcomes to inform information presentation and highlighting risks or progress surrounding performance.

You will lead data innovation with the Youth Custody Service, this includes working with partnership with YCS, HMPPS, MOJ, YJB and where required wider commercial solutions to ensure YCS data development needs are incorporated into enhancements and where required bespoke development delivered.

You will be responsible for leading the development and enhancement of the YCS Performance Tool. The tool will set direction of the key priorities of focus across the Youth Secure Estate surrounding performance for the financial year and will provide an overall performance outcome for each establishment. The tool will account for the differences in sectors, whilst providing a consistent direction to our sites that meets the YCS Strategic Vision. You will develop indicators that are outcome focused that have been tested with subject matter experts, policy leads and meet statistical credibility. You will lead moderation panels, accounting for data, scrutiny body outcomes and assurance reports and wider information for YCS/ agency leads to reach a performance outcome for each site. You will lead of the publication of performance outcomes annually, engaging with stakeholders across the agency including HMPPS Leadership Team, Ministers and press office.

You will lead YCS data innovation, working closely with teams across MOJ and HMPPS (performance, digital, data and analysis). This will include identifying gaps, highlighting YCS specific requirements in wider solutions and identifying solutions on authority owned systems and wider solutions as required.

You will be required to build working relationships with and influence colleagues from across the MoJ, including Commissioning, Commercial, and Youth Justice Policy. You will be required to work closely with MoJ Data and Analysis and Digital Colleagues and ensure alignment of priorities to existing MoJ/HMPPS processes and structures.

You will contribute to regular group Senior Management Team reviews of staff development and deployment to ensure the delivery of projects and deliverables and develop staff capability. You will performance manage your direct reports including objective setting, regular supervision. You may matrix manage one or more staff working on particular projects and will be accountable for contributing to the performance management and professional development of staff in relation to that project.
