Job Title: Capability Support Officer

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

As part of the Business and Corporate Team in MoJ Project Delivery Function Management Office (PDFMO), you will report to the Project Delivery Function’s (PDF) Workforce Planning Manager and feed into the Project Delivery Chief Operating Officer and their wider Professional Delivery Leadership Team (PDLT). This is an operational and corporate role with a focus on Learning and Development, although you will be exposed to the Department’s portfolio of projects and programmes through your work across the Function. You will be key to the development and delivery of PDF’s Professional Delivery Group’s (PDG) Learning and Development Plan and well as developing systems and processes for the smooth-running of the PDF. You will have the opportunity to build relationships with Senior Leaders within the Function, colleagues across the department and with other Government Departments.

You will be based in the Business and Corporate Centre for the PDFMO which manages the Workforce planning, Learning and development, Comms and Engagement, Talent and Performance, Finance, Private Offices and Corporate Governance and Assurance for the wider PDF. You will therefore be exposed to a wide range of opportunities and have the chance to lead on strategic pieces of work directly with the Professional Delivery Leadership Team (PDLT).

You will be joining an evolving Function in a time of change and will be in the centre of delivering that change whilst also supporting the Function’s People Team. You will have a passion for delivering change and the personality to lead and influence people throughout the Function and the wider department.

As Capability Support Officer you will be responsible for the delivery of all learning and development within the PDF, ensuring that our delivery aligns to the strategic priorities of the organisation and the development needs of our people in line with their Project Delivery Competency Framework (PDCF) Competencies. You will play a key role in ensuring that the PDG members get access to a wide range of development opportunities, whilst ensuring that the requests are appropriately aligned to the needs of their project/programmes and their personal development needs.

Location & Terms of appointment

This post is advertised nationally but frequent travel will be required to locations where our Major Projects are based.

Your base office location at an MoJ HQ site, Justice Collaboration Centre, or Justice Satellite Office will be discussed if successful, as we do not offer home working contracts. All available sites can be found on this link.

Following the return to offices initiative any MoJ employee based in a MoJ building should be attending the office a minimum of two days a week. Typically, this will be at your base office location at an MoJ HQ site, Justice Collaboration Centre, or Justice Satellite Office. If you are required to travel to another office or site with your project/programme, this will be classed as a day’s office attendance. 

Salary & Grade

Band C (HEO)

New entrants to the Civil Service will be expected to join on the minimum of the pay range and this is non-negotiable.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.



Selection and Recruitment Process

Where high volumes of applications are received the initial sift will be completed against the lead competency. If your application progresses to a full sift, all competencies will then be considered. Feedback is not available for those not invited to interview.

Merit List of successful candidates based on location will be retained after this campaign for 12 months.

The interview will consist of a Civil Service behaviours and strength-based questions in line with success profiles. You will also be asked to complete an In-Tray exercise as explained below.

In-tray Exercise

Candidates will also be asked to complete an In-tray Exercise prior to the interview commencing. Instructions will be sent to candidates directly before their interview date. This is used to evaluate a candidate’s admin responsibilities and planning tools. This will be one of the key responsibilities of the role.
