Role Purpose


This role will report to the Recruitment Manager, as well as having line management responsibility for colleagues at EO and AO grades.


You will work closely with the recruitment manager, and senior level hiring managers to plan, develop and implement recruitment plans and deliver the full end-to-end recruitment campaign lifecycle to ensure high calibre appointable candidates for deployment within the business. You will be proactive in promoting an efficient and consistent recruitment service to the business and have the scope and autonomy to bring your own ideas contributing to continuous improvement and innovation in talent acquisition strategy.









Key Accountabilities

  • Manage the end-to-end recruitment lifecycle, including planning and design of campaigns, and allocating workloads to direct reports, including working with the recruitment manager to prioritise workloads across the wider team.

  • Identify risks to successful recruitment delivery in advance and take actions to mitigate them.

  • Develop in-depth knowledge of MOJ resourcing policy and CS commission principles to ensure all recruitment activity is compliant

  • Monitor the success of campaigns against requirements, challenging the status quo and suggesting ways to improve the recruitment process.

  • Develop (with the recruitment manager) the overall candidate attraction strategy utilising social media and other professional networks.

  • Ensure a high-quality candidate journey by reviewing existing processes and making evidence-based proposals for changes and improvements.

  • Liaise with hiring managers to identify their resourcing needs, arrange stages of the recruitment process and provide progress updates.

  • Collaborate with key stakeholders within the business area to engage and identify improved ways of working which benefit teams and departmental priorities.

  • Encourage feedback from a wider range of sources and customers to help inform decision making and improved ways of working.

  • Use recruitment MI/Metrics to make data informed decisions in the recruitment process

  • Draft job descriptions / role profiles, ensuring these are inclusive and enable attraction of a diverse workforce

  • Collate data and produce MI reports to provide to stakeholders in the business and HR

  • Use CI methodology to ensure ongoing development of procedure and guidance documentation.

  • Line management responsibility for a team of EO/AO grade Recruitment Support Team Leaders and officers, ensuring encouragement of individual professional development

  • Identify available resources at disposal before launching new recruitment campaign for similar roles.

  • Troubleshoot - analyse and resolve queries and issues during recruitment processes, providing support to staff and Hiring Managers.

  • Liaise with external stakeholders to make recruitment campaigns more attractive and able to reach wider audience.

  • Be responsible for the managing and overseeing the sift processes for AA/AO campaigns, chairing sifting panels as required and timely progression of this activity along with other panel members











Knowledge, Skills and Experience


  • Experience of managing and delivering end to end recruitment processes, within a fast paced, high-volume organisation

  • Accomplished communicator with strong stakeholder/relationship management skills - you will have demonstrable experience influencing and negotiating with senior stakeholders ideally from a service delivery background.

  • Strong leadership skills, with the ability to lead by example to provide support and guidance to a small team of colleagues, ensuring cohesive working and both individual and/or team development. Additionally, you will provide general line management responsibilities (performance appraisals, sickness absence, leave management etc).

  • Highly organised with the aptitude to deliver effectively at pace - you will be comfortable monitoring and challenging yours and others' progress against milestones, balancing competing priorities and ultimately taking responsibility for delivering expected results.

  • Proactive in your approach - you are a problem solver who always looks to identify risks and mitigating actions in advance, challenge the status-quo and find new and better ways of doing things.

  • Ability to understand, collate and interpret MI to identify and implement performance improvements

  • Highly resilient and able to have sometimes uncomfortable conversations/negotiations with candidates, external partners etc.

  • Proven ability to contribute positively in a high-energy, changing environment.

  • Knowledge or experience in how social media (or other similar channels) can be utilised as part of an attraction or marketing strategy is highly desirable.






Problem Solving and Decision Making

  • Problems in relation to management and resourcing issues will typically focus on implementing plans across wide areas of service activity, including monitoring service delivery and identifying issues and putting in place resolutions to address these.

  • Managing inter-relationships across functional and organisational boundaries; specifying standards for service delivery, identifying improvements in service delivery mechanisms, resolving conflicts to meet targets and deadlines;

  • Managing and mitigating risks and ensuring work is integrated and co-ordinated in line with broad operational plans.

  • Maintain and update knowledge on recruitment policy and processes to enable proficiency and sound decision making

  • Problem solving will also typically involve generating new ideas, evaluating options, impacts, risks and potential solutions to provide recommendations on solutions where more senior input is required.







Management of Resources

Will manage, develop and provide support for a team of direct (EO) and indirect (AO) reports.
Will manage and co-ordinate activity on a range of recruitment issues dealing with key risks and contingencies.
Will be expected to pro-actively manage the work area by building links with other teams, encouraging cross-team working and
supporting and energising teams to deliver outcomes.

Creates and maintains both formal and informal networks with key decision makers within HMCTS and across government.

Customer and suppliers’ representatives - collaborating with organisations to improve attraction/visibility of roles, such as DWP, universities to attract summer interns, collaborating with external social media to promote recruitment campaigns.

Working across HQ and Regional teams to provide effective resourcing and recruitment services
