Role Purpose

(250 words max)

The Regional Safety and Security Officer (RSSO) sits within the National Support Unit (NSU), reporting to the Safety and Security Lead. This role is responsible for advising and assisting the Incident and Safety Lead and Delivery Directors on security, Health and Safety and fire safety matters to ensure that Operations complies with HMCTS operational and legislative requirements.

The role holder provides real time advice, support and guidance to Senior Operational Managers and their staff to enable compliance with HMCTS’ security and safety policies and requirements.

The role holder will be assigned to a specific region but will need to work flexibly across Operations should the need arise.


















































Key Accountabilities (600 words max)

  • Advise and support Delivery Directors and Senior Operational Managers on Health and Safety, security and fire safety matters, identifying risks and issues faced and ensuring compliance with operational and legislative requirements.

  • Advise, support and where appropriate undertake incident and accident investigations of significant events producing lessons learned and ensure future incidents are mitigated against.

  • Conduct Fire Risk Assessments, checking compliance with operational and legislative requirements.

  • Conduct Health and Safety audits and security audits, checking compliance with operational and legislative requirements.

  • Advise and assist Senior Operational Managers and their staff on security and safety risk assessments and share best practice across the region and wider Operations.

  • Act as the first “specialist" point of contact on the region for all security and safety matters with managers, staff, judicial office holders and justice partners/stakeholders.

  • Deliver/facilitate training on security and safety matters, including Fire and Incident Control Training.



Knowledge, Skills and Experience (500 words max)

  • Experience of working with and influencing senior management and staff.

  • Experience or knowledge of HMCTS Health and Safety policies, strategies and systems.

  • Experience of operational delivery environment and safety and security incident management at local and regional level.

  • Strong communication skills, written and verbal, with the ability to present information in an accessible way to advise and influence Senior Operational Managers

  • Specialist Health and Safety qualification and membership of relevant professional institute(s) (see note 1) - or willingness to work towards it.

  • Knowledge and understanding of British Standards on Fire Safety (in particular BS999) and the Fire Safety Order 2005.

  • PAS79 fire risk assessor training/accreditation - or willingness to work towards it.

  • Centre for Protection of National Infrastructure (CPNI) protective security training - or willingness to work towards it.

Problem Solving and Decision Making (300 words max)

  • Identify and analyse operational safety and security risks and issues from safety and security audits, risk assessments and provide advice and support.

  • Required to make own decisions on regular basis e.g. advising on levels of risk, incidents, and approach to take.

  • Required to provide advice and solutions to complex and difficult problems relating to Health and Safety matters and incidents.





Management of Resources (250 words max)

  • Management of own time - ability to be flexible and prioritise.

  • Provide “leadership" on Health and Safety matters.

  • Plan and organise schedules of work, making best use of colleagues and own time.



Autonomy (250 words max)

  • Will act independently on day-to-day Health and Safety issues referring to more senior grades and/or national Security and Safety Team on issues which have serious policy or legislative implications

  • Will contribute to drafting briefings to relevant boards and committees
