Overview of the job
The Substance Misuse Group is responsible for the delivery of the recently funded
Drug Recovery Wings and ISFL projects highlighted by Deputy Prime Minister in his
recent announcement to ensure the agency is reducing the level of drug harm
amongst prisoners through a comprehensive range of projects and activities under
each of the three themes of the strategy, which align to the overarching
Government 10 year Drug Strategy: From Harm to Hope.

The post holder will support the lead in the team on all aspect of these projects,
working directly to Band 7 ISFL project Lead and the Band 8 Diagnostic Lead.
This an opportunity for an organised and self-motivated individual to oversee the
development and continuing maintenance of Drug Recovery wings (DRW) and
Incentivised Substance Free Living Units (ISFLs) which supports individuals in prison
to progress their recovery to reduce the harm caused by drugs in our prisons and
probation settings. The post holder will be required to build and maintain effective
relationships with colleagues across HMPPS / MoJ, other government departments
and partner organisations to ensure that the development of this units have the
right links across the health and criminal justice system.
The role is a national role The post allows for flexible working arrangements. This
role will also require travel to prisons and other regional locations with the
occasional overnight stay.
The role is non-operational and is focused on delivering support to establishments to
develop and operate Drug recovery wings and ISFL units in prisons. It requires the
post holder to have (or to develop) a good understanding of the operational realities
of drug use in prisons and the delivery context in which the project’s activities sit.
The role is also to provide support for the Drug Diagnostic Service and to support
prisons with the implementation of recommendations following a Support visit.
Summary
The job holder will assist the team to deliver the Drug Recovery Wings and ISFL units
identified as part of the Deputy Prime Minister’s priorities including acting as a single
point of contact for internal and external stakeholders to develop and operate units
in selected prisons. Ensuring information is disseminated out to units appropriately.
The post holder will support several prisons to meet these projects goals and
timelines including some co-ordination and data collection. The DRW and ISFL Plan
will be overseen by the project Lead Band 8. Various data returns and reports are
required at regular intervals which the post holder will be responsible helping
establishments produce. Contributing to time limited milestones identified within
the plan will be required. Being able to manage a fluctuating workload and
competing demands whilst maintaining a calm approach will be an advantage. The
post facilities great developmental opportunities for project delivery alongside being
able to influence front line practices of a high ministerial interest.
The job holder will also assist in the planning and development of workshops relating
to all 3 strands of the Drug strategy as well as targeted support where prisons
require specific expertise.

Responsibilities,

• Work within the Operational Implementation and Delivery Team, to
develop effective practice nationally across the substance misuse network.
• Consult with operational colleagues across the NPS & HMPPS to develop
effective practice nationally across DRWs and ISFLs.
• Contribute to embedding operational implementation, delivery and
effectiveness in line with the HMPPS Drugs Strategy.
• Ensure that other members of the team are informed of priority matters
where necessary, are involved in decision making at the appropriate level
and have sufficient information and advice to help them operate effectively
(including oversight of all papers and correspondence relating to visits and
the bi-monthly regional drug leads meetings).
• Act as a point of contact for advice and requests ensuring that the rest of
the team are appraised of any urgent or emerging issues; providing enough
information to help them operate effectively.
• Attend prisons as part of the Diagnostic Team, this will require at times
extensive travel and also periods away from home.
• Produce reports following Diagnostic Support Visits to the Diagnostic
manager contributing to the establishment support plan
• Support Operational projects as they are developed
• Liaise with appropriate stakeholders for the planning and delivery of
targeted work.
• Ensure that work is prioritised appropriately and that deadlines are met
through efficient ownership of project .
• Commissioning work on behalf of others in the team in order to meet
specified timescales and ensuring delivery on time and to the required
quality standard.
• Maintain and develop good relationships and working contacts with other
teams in HMPPS / MoJ, other government departments and partner
agencies to assist in the delivery of DRW and ISFL projects.
• Maintain a broad but thorough understanding of all strands of the drugs
strategy with a focus on sharing information across DRW and ISFL units on
trends and good practice.
• Contribute to a monthly Highlight Report for the project board.
• Oversee the maintenance and development of the DRW and ISFL projects.
• Represent the substance Misuse group as requested.
