Job Description:
As part of enabling effective risk management within DTS, the Technical Risk & Issues Analyst will be key resource in delivering value and protecting the business interests, reporting directly to the Risk & Issues Manager. The key focus of this role will be responsible for supporting the required stakeholder engagement including but not limited to support the identification, assessment, and management of technology and operational risks within government projects and services. Ensure compliance with government risk frameworks (e.g., Orange Book) and relevant IT security standards. Support proactive risk management in emerging technologies, including AI, by identifying potential ethical, security, and operational risks and ensuring robust controls are in place
Key Responsibilities:
Risk Management:
Support the implementation of the risk management process for Digital Operations and DTS Technical risk management.
Coordinate and maintain the risks and issues register (RAID) for Digital Operations Directorate and DTS wider technical risks, including tracking and reporting actions and initiatives.
Assist in risk and issue logging, categorisation, and prioritisation, ensuring accurate and timely updates to the RAID log.
Support regular risk assessments, analysing current risks and identifying potential risks that are affecting Digital Operations and DTS wider technical risks.
Gather evidence for audits and assurance reviews, supporting compliance activities and remediation tracking.
Monitor and maintain technology controls (e.g., access management, data integrity) and support policy compliance and alignment with regulatory requirements.
Support the preparation of summary reports for senior stakeholders, maintaining risk registers and issue logs, and track progress of remediation plans, escalating unresolved issues where necessary.
Facilitate mitigation and resolution of Risks & Issues by collecting, aggregating and reporting relevant data and metrics to colleagues, when needed.
Actively engage the governance and management of risks and issues (RAID), their tracking and reporting, working with colleagues across government and other Government Digital and Data (GDD) communities and analytical professions.
Promote the delivery of ITIL best practice regarding risks and issues management and reporting during interactions with the wider organisation.
Contribute to process improvements in risk management and support training and awareness initiatives for risk culture.
Ensure alignment with Civil Service risk frameworks (e.g., Orange Book) and relevant IT security standards
Stakeholder Management:
Engage and interact with owners of DTS products and services to maintain a holistic view of technical risks, potential threats, and opportunities, ensuring alignment with organisational risk appetite.
Facilitate structured discussions to identify and assess risks within DTS, collaborating with the Services Team and other service areas to ensure streamlined and consistent capture of risk information.
Co-host regular risk review meetings on a scheduled basis, chairing in the absence of the Risk and Issues Manager, and ensuring actions are tracked and reported.
Review risk identification rationale and issue details, validating controls and documenting outcomes within the RAID log in line with governance standards.
Utilise available data and intelligence across DTS to link key exposures, assess interdependencies, and consider the context of existing or emerging risks and issues.
Ensure effective communication and dissemination of risk and issue information within DTS and across service and customer areas, promoting transparency and accountability.
Act as a key contact for risk and issue-related queries, fostering an open dialogue and embedding a risk-aware culture across teams.
Provide guidance and support to DTS teams on best practice risk management, including compliance with Civil Service risk frameworks and ITIL principles.

Leverage data analytics to identify trends, predict potential risk scenarios, and inform decision-making.
Skills & Experience:
We’re looking for an individual with technical understanding, Service Management/ITIL background and strong analytical, problem-solving, and service management experience who likes working with a broad range of stakeholders and users. You will also contribute to the wider community and share your skills and experiences with others across HMCTS, MOJ and the wider Government, as required.
Essential Criteria:
Strong knowledge and practical experience in Risk and Issue Management principles, frameworks, and methodologies, including identification, assessment, mitigation, and reporting, to support informed decision-making and compliance with governance standards.
Proven ability to communicate and influence stakeholders effectively, including conducting investigations using cause-and-effect analysis, interpreting key indicators, and applying performance measurement frameworks and KPIs. Demonstrated adherence to processes in line with compliance and governance standards (e.g., Risk Management Framework, Service Level Framework).
Ability to interpret and communicate technical risk information clearly to both technical and non-technical stakeholders.
Experience of working in large, complex organisations with strong problem-solving abilities and analytical skills
Excellent written and spoken communication skills with experience of successfully influencing others, negotiating effectively, and winning over audiences.
Attention to detail when reviewing risk identification rationale, controls, and documentation.
Strong collaboration skills, working effectively with IT teams, service owners, and governance bodies.
Proficiency in using data and metrics to support risk reporting and decision-making.
Commitment to promoting a risk-aware culture and supporting best practice in risk management.
Desirable Criteria:
Demonstrated technical understanding of tools, services, and products across Digital and Technology Services (DTS), including their integration, functionality, and role in delivering and supporting business outcomes.
An understanding of Service Management Frameworks, principles, processes, and experience of working in a Service Management / ITIL environment
Experience using a range of tools and dashboards to gather and analyse data from multiple sources, and measure whether implemented improvements delivered the desired benefits. (JIRA)
Knowledge of Civil Service risk frameworks (e.g., Orange Book)
