About the role
The Regional Facilities Manager is responsible for managing all day-to-day operational HMCTS property and facilities management related activities across a specified region, ensuring buildings are fit for purpose, provide a safe environment and satisfy all statutory and legal regulations including repairs, preventative maintenance, cleaning, waste and security services.
The role involves supporting the Property Leads for the North and South regions in collaborating with HMCTS operational teams to develop and deliver facilities management and capital/revenue spending strategies aligned with the HMCTS estate strategy.
It requires maintaining strong engagement with operational colleagues to provide Facility Management related advice that ensures the continued provision of justice. The position includes direct management responsibility for a team of Facilities Managers within the region and accountability for achieving a balanced financial position through effective budget management processes.
Your role as the Regional Facilities Manager encompasses several key aspects (but not limited to):
Responsible for the effective management of the service provision suppliers and report any short comings that will affect the operation and provision of Justice across the region.
Monitor and implement dashboard reporting of progress and data for regular scrutiny and interaction with stakeholders at all levels within HMCTS.
Manage and influence a diverse range of users and user demands to lead on the provision of an effective and timely service delivery to customers and stakeholders.
Represent region as a member of the Facilities Management senior management team regularly attending meetings to provide advice and challenge as necessary on key initiatives and issues, seeking agreement, reporting back and implementing outcomes in region.
Support and interact with property directorate colleagues in lease and landlord matters and the management of capital and revenue projects contributing directly to their management and successes through providing operational views and helping in the development of standards and practices.

Who are we looking for? (Person Specification)
The ideal candidate for this position should demonstrate:
Essential
Demonstrable experience in Facilities and Contract Management, including knowledge of contract law, terms, and conditions.
Proven commercial, operational and line management experience for large teams and complex estates with a strong understanding of the issues involved, customer management and supply chain management.
Ability to deliver clear oral and written briefings to stakeholders, explaining complex processes and expectations, and collaborating effectively with internal and external stakeholders in line with grade.
Proficient with IT systems such as Microsoft Word, Excel, Teams and Power Point.
Ability to adapt to changing priorities and deliver results under pressure, demonstrating problem-solving skills and persistence.
Full, UK driving license required.
Desirable

Technical contract management and/or facilities management qualification or hold full membership of a recognised professional body (e.g. Institute of Workplace and Facilities Management).

A presentation against your experience in Facilities Management and Contract Management, the presentation brief will be sent to you in advance.
2 experience questions relating to essential criteria of the person specification.
A question in relation to the “Changing and Improving" Civil Service behaviour.
Working pattern
This is a full-time position only due to the nature of the role.
Travel requirements
As part of your role, you will be expected to attend multiple HMCTS sites located throughout your region on a regular basis with occasional travel to other locations in the country. Travel and accommodation costs incurred for official duties will be fully funded by HMCTS in line with departmental policy.
Once probation has been completed you will be eligible to apply for a vehicle under our corporate leasing scheme.
Location
The building sites listed in the advertisement are not exhaustive, you will have the opportunity to discuss and agree your preferred base location within your region with your line manager at onboarding stage.
