About the role
The Property Directorate is responsible for ensuring our estate supports operational delivery efficiently and sustainably. This role sits within the Facilities Management (FM) and Priority Projects Team, which works across the Directorate and considers options to renew, procure and enhance FM & Security Service contracts which enable the physical Court estate (circa 330 buildings) to function.
The role plays a key part in managing contracted security services, ensuring the safety and security of our Court users, our staff and the Judiciary.
You will be responsible for driving the performance of a significant and high-profile contract for the provision of security services and a large number of security staff across the HMCTS estate.
You will offer strategic leadership and drive delivery through collaboration with internal and external senior stakeholders to ensure new contracts are well understood by all parties, effectively mobilised, well managed, and champion technological innovation which delivers value for money.
The Senior Security Services Contract Manager is a multi-faceted role and leads on contract procurement (linking operational and commercial teams), ongoing operational delivery and future contract extension/re-procurement activity including critical transitioning.
Your role as the Senior Security Services Contract Manager encompasses several key aspects (but not limited to):
Reporting to the Head of Facilities Management and Security contract re-procurement and priority projects, to deliver ad hoc projects and initiatives which support the physical Court Estate.
Play a key role in contract re-procurement governance and assurance activity, working as part of a wider project team to develop investment business cases and bids.
Oversee contracted security supplier demobilisation and mobilisation activity, to ensure services transition smoothly upon contract expiry and to minimise the risk of disruption to Court operations.
Work across departments to gather and analyse information to ensure new services are designed to be fit for purpose and meet end user requirements.
Present at in-person workshops and roadshow events, delivering training to operational colleagues to ensure contracts and business changes are understood, and that operational staff are ready to operate within new frameworks.
Build strong relationships with senior operational, judicial and departmental stakeholders to ensure buy-in and understanding of new contracted services, and ensure services meet the needs of the business.
Closely manage supplier relationships and supplier performance, to ensure compliance with KPIs and SLAs, contract specifications and budget instructions.
Represent HMCTS with authority on security services and associated procurements across government and external partners.
Line management responsibility of the security services contract manager.
Lead, coach and develop the security services contract manager, modelling Civil Service values and promoting a culture of delivery and inclusion.

Who are we looking for? (Person Specification)
The ideal candidate for this position should demonstrate:
Essential
Proven experience leading or delivering major estates, contract procurement or transformation projects across a complex property portfolio.
Strong understanding of asset management, investment planning and property performance, including sustainability and compliance considerations.
Demonstrable experience in programme and project delivery, including developing business cases and options appraisals.
Excellent stakeholder management and influencing skills, with the ability to engage confidently and present at senior levels.
Skilled at analysing data and evidence to inform investment decisions and track supplier performance.
Experienced people leader, able to motivate and collaborate across different Teams within the organisation.
Strong strategic thinking and problem-solving ability, with a focus on delivery and continuous improvement.
Desirable
Understanding of how to write business cases and skilled in obtaining relevant approval.
Strong analytical skills with the ability to interpret complex data and develop clear, evidence-based insights to inform decisions.
Ideally hold a technical contract management and/or facilities management qualification or hold full membership of a recognised professional body (e.g. Institute of Workplace and Facilities Management/Security Institute).
Possess a working knowledge and understanding of the Private Security Industry Act, BS7499, BS7858 and effective Search on Entry Procedure.
Excellent communication skills at Grade 7 level (written and verbal) and proficient with Microsoft Word, Excel, Teams, Power Point etc.
A sound understanding of HMCTS’s business objectives would be beneficial.

Working pattern
Due to the nature of the role, the minimum working hours is 29.6 hours in 4 days a week.
Travel requirements
There will be a requirement to travel occasionally to any HMCTS site in line with business needs.
