Job Title & Grade: Commissioning Officer (Commercial Contracts Administrator), HEO

Contract Type: Detached Duty and Loan (12 months) 

Salary range (depending on location): National - £35,335 to £37,847 London - £40,014 to £42,859 

Please note that unless you are currently employed by the Civil Service and are earning more than the minimum above, if successful you will be offered the minimum for the grade depending on your location. 

Location: National 

Please note that whilst this role is open to all Civil Servants, you can only apply for London, Cambridge and Brighton offices if you are a current LAA staff member based in those offices. This is due to and in line with the LAA's Location Strategy and the Cabinet Office's Places for Growth Strategy.

Commissioning & Contract Management 

The Directorate is responsible for the design, procurement, delivery and management of legal aid contracts on behalf of the Lord Chancellor. Within this, the Commissioning Team leads procurement activity, develops tender processes, implements new contracts, and monitors service availability and capacity across the provider market. 

Commissioning 

The Commissioning team work closely with operational and policy teams across the LAA and MoJ to inform future contracts and services. We develop and undertake procurement activity, including large, complex procurement processes; and ensure we are compliant with current public sector procurement legislation. Following implementation of the contracts, Commissioning monitor the availability and capacity of legal aid services and undertake further activity to increase or supplement supply as and when necessary. 

Job Summary 

The LAA is undergoing a period of significant change, with major programmes focused on procurement reform, new systems, and the development of several strategic contracts. To support this work, we are offering a 12month secondment for a motivated individual with a foundation in procurement and effective administrative capability in commercial contract management. 

This role will provide valuable experience for someone looking to expand their commercial and commissioning knowledge within a supportive environment. You will play a key role in the day-to-day administration of contracts, including raising purchase orders, tracking spend, processing supplier payments and representing the LAA at supplier or contract meetings. 

Key Responsibilities: 

  • Generate and maintain purchase orders in line with commercial and financial controls.
  • Track expenditure against contract budgets, including forecasting and accurately processing supplier payments. 
  • As a representative of the LAA, maintain key stakeholder relationships, whilst sharing updates on contract performance, risks or issues. 
  • Support the preparation, administration and implementation of the team’s commissioning responsibilities. 
  • Contribute to drafting reports, updates, training content and procurement documents. 
  • Provide input to project controls, risk logs, performance information and reporting. 
  • Ensure adherence to the Procurement Act 2023 and internal commercial regulations. 
  • Uphold commercial standards, integrity and ethical practice in all supplier interactions. 
  • Line manage 1 EO, fulfilling all line management responsibilities in line with organisational expectations alongside other duties 

Essential Qualifications          

  • To have or be working towards Level 4 Diploma with the Chartered Institute of Procurement and Supply (CIPs)  

Essential Knowledge, Experience and skills               

  • Experience of working with supply-chains, senior business owners and management of commercial contracts

Desirable Knowledge, Experience and skills              

  • Experience of public sector procurement or tender activity.
  • Knowledge of contract management principles or supplier relationship management.
  • Familiarity with eprocurement or commercial systems (e.g., Jaggaer, Atamis, Oracle).
  • Experience in procurement, finance, commercial administration or contract management.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale.  This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity). 

For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours 

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
