Role Purpose

The Safety and Security Senior Manager sits within the National Support Unit, reporting to the Head of Incident Response, Safety and Security. This role is responsible for leading and supporting a cadre of Regional Safety and Security Officers (RSSOs) in fulfilling their key accountabilities. The role holder will also act as senior advisor to the Head of Incident Response, Safety and Security, Head of Operational Performance, Delivery Directors and Directors on security, Health and Safety, and fire safety matters to ensure that Operations comply with HMCTS’ operational and legislative requirements.

The role holder will maintain oversight of advice, support and guidance provided to Operations, escalating risks and issues to ensure safety and security compliance across Operations.

The role holder is responsible for the deployment of a cadre of Regional Safety and Security Officers (RSSO’s) who will be assigned to specific regions but will need to work flexibly across operations should the need arise.



































Key Accountabilities (600 words max)

  • Responsible for managing the framework for safety and security, making sure that all areas of significant risk and vulnerability across Operations are identified and action is being taken to address them.

  • Lead a team of RSSOs, overseeing, allocating and prioritising the work of the team.

  • Provide professional support to the team and make sure they are meeting their professional competence requirements.

  • Oversee and where appropriate conduct Fire Risk assessments, checking compliance with operational and legislative requirements.

  • Oversee and where appropriate conduct Health and Safety audits, and security audits checking compliance with operational and legislative requirements.

  • Create and manage a system for monitoring actions arising from safety and security audits and where appropriate lead on activities to address issues in audits.

  • Provide high quality, timely, accurate and clear advice/briefing to the Head of Operational Performance, National Support Unit Deputy Director and Delivery Directors on safety and security issues.

  • Promote and champion effective safety and security management best practice across Operations at all levels working collaboratively with HMCTS HQ Directorates including the National Safety and Security team.

  • Provide input into national security, fire safety policy, Health and Safety policies/arrangements and ensure effective dissemination and monitoring of the implementation of operational guidance.

  • Manage and evaluate the programme of training for security and safety matters.



Knowledge, Skills and Experience (500 words max)

  • Comprehensive people management and leadership skills, working with and through others to build capability and confidence.

  • Experience of working with and influencing senior management and staff.

  • Experience or knowledge of HMCTS Health and Safety policies, strategies, and systems.

  • Experience of operational delivery environment and operations safety and security incident management at local/regional level.

  • Strong communication skills, written and verbal, with the ability to draft and present papers at committees.

  • Planning and organising skills to manage programmes/schedules of work.

  • Ability to analyse data from audits and assessments to identify trends and make recommendations for action.

  • Specialist Health and Safety qualification and membership of relevant professional institute(s) - or willingness to work towards it.

  • Knowledge and understanding of British Standards on Fire Safety (in particular BS9997) and the Fire Safety Order 2005.

  • PAS79 fire risk assessor training/accreditation - or willingness to work towards it.

  • National Protective Security Authority (NPSA) protective security training - or willingness to work towards it.

Problem Solving and Decision Making (300 words max)

  • Takes the lead on addressing problems and issues as they arise independently, engaging with senior operational managers to ensure constructive outcomes and exercising appropriate discretion as to the involvement of Delivery Directors and Directors in relation to the resolution of such matters.

  • Able to co-ordinate planning with other areas of HMCTS activity.

  • Identify and analyse operational safety and security risks as well as issues from audits and risk assessments providing advice and support.

  • Required to make own decisions on regular basis e.g. advising on levels of risk, incidents and approach to take.

  • Required to provide advice and solutions to complex and difficult problems relating to Health and Safety matters and incidents.





Management of Resources (250 words max)

  • Direct line management of a geographically dispersed team of 10 people.

  • Communicate business objectives into a team context.

  • Provide leadership in Health and Safety across Operations.




Autonomy (250 words max)

  • Typically, only key performance indicators, milestones and results would be reviewed.

  • Will act independently on day-to-day issues at the direction of the G7 Head of and take a strategic view on the organisation’s approach to risk, incident management and Health and Safety referring only to more senior grades on issues which have serious policy or resource implications.

  • Will draft briefings in their own name to relevant committees seeking G7 Head of sign off and approval when the severity of the subject requires.
