Job Purpose |
This role is responsible for ensuring the Board has staff capable of delivering the tasks required of their role. You will manage and oversee the delivery of learning and development for staff, clearly aligning these against the needs of the organisation, assessing data to identify deficits to improve and ensure a consistent approach in training. You will oversee and deliver training in support of changes required for the Operations hub. You will assess the outcomes of PMR and HR issues to identify areas for development to support staff to grow their skills and deliver the objectives of the Parole Board Business Plan. |

Main Duties:
Strategic leadership
Produce a learning and development strategy for all staff.
Promote an organisational culture of transparency, fairness and independence.
Actively contribute to, support and shape the capability of the PB and functional hub’s business plan, change and organisational priorities.
Capability
Assess and establish capability needs for all staff
Responsibility of progressing staff through mandatory training and supportive continuous professional development.
Proactively engage with Staff so that they remain committed and engaged in their development and that they achieve set and agreed outcomes in a reasonable timeframe
Monitor capability data and report on emerging trends and issues
Establish and maintain strong relationships with staff who support L&D as facilitators.
Work closely with the HR team and Operations Training team.
Learning and Development
With the Operations Hub Grades 6 and 7 input to the plan, produce and, deliver a training programme for each stage of Operational process changes.
Act as lead trainer for specific classes, modules or courses as required
With the Staff Training Managers’ input, produce a learning and development strategy for all staff.
Oversee the delivery of Staff L&D
Report on outcomes from Staff L&D activities
Lead the Staff Training Manager to implement a learning and development strategy for staff that dovetails with the member capability strategy and overall organisational needs and skills gaps across the business.
Oversight of the apprenticeship scheme
Deliver a talent matrix and use results to identify L&D gaps.
Direct activity and delivery to understand staff training needs.
Relationship building
Be a reliable and support source for all staff.
Work closely with the HR team and Operations Team.
Build and maintain excellent relationships with colleagues across the Board
Build and maintain collaborative working relationships with external stakeholders to ensure the Parole Board’s L&D needs are fully supported
Management
Manage and support a team of up to 3.

Other tasks appropriate to the role as assigned from time to time by the Head of Capability, COO or CEO

Office requirements
This role is hybrid. You will be required to spend 20% of your time in person contact. For some SLT meetings as well as team away days, you will be required to attend in person in London.
