Job Purpose

This role is responsible for ensuring the Board has staff capable of delivering the tasks required of their role. You will manage and oversee the delivery of learning and development for staff, clearly aligning these against the needs of the organisation, assessing data to identify deficits to improve and ensure a consistent approach in training.

You will oversee and deliver training in support of changes required for the Operations hub.

You will assess the outcomes of PMR and HR issues to identify areas for development to support staff to grow their skills and deliver the objectives of the Parole Board Business Plan.

Scope of Responsibilities:

The Senior Capability Manager: Staff has responsibility for activities and actions relating to:

  • Assessing capability needs for staff across all hubs

  • Setting the strategic development and delivery of a CPD training programme for staff.

  • Overseeing and delivery of the training required for changes to the Operations hub

  • Lead learning and development services to staff;

  • Implementing the staff talent matrix and developing L&D opportunities from findings

  • Managing a team of up to 3


Primary Deliverables in the first 6 months

  • Assess capability needs for staff across all hubs

  • Oversee and ensure timely and quality delivery of relevant training for Operations Hub

  • Train Operations staff

  • Support non-operational hubs with a relevant training programme


Person Specification

Essential

  • Experience delivering and/ or creating training and/or events.

  • Experience of Case Management or Operations or equivalent

  • Experience of assessing and supporting organisational capability

  • Exceptional skills in relationship building

  • Approachable and collaborative.

  • Good understanding of Excel and data gathering and reporting.

  • Strong report writing skills.

  • Experience of leading a people change programme.

  • Willingness to learn new skills and work at pace.

Desirable

  • CIPD Level 5 (or above) or demonstrable equivalent experience and knowledge

Office requirements


This role is hybrid. You will be required to spend 20% of your time in person contact. For some SLT meetings as well as team away days, you will be required to attend in person in London.
