BACKGROUND
The Northern Ireland Office supports the Secretary of State for Northern Ireland in promoting the best interests of Northern Ireland. We make sure that Northern Ireland interests are represented within the UK Government and that UK government responsibilities are fully and effectively represented in Northern Ireland. We are the centre of expertise on Northern Ireland issues across Government.
The Northern Ireland Office employs around 165 staff, with offices in Belfast and London. As a small Department, we adopt a flexible project-based approach to ensure that we have the right people, with the right skills, in the right place to support the delivery of our key objectives.
Due to our structure and size, we are able to offer extensive exposure to Ministers and the opportunity to work on a far wider portfolio of policy and responsibilities than might be the case in a larger department. This creates an interesting and stimulating work environment.

ABOUT THE ROLE:
The Northern Ireland Office is recruiting an SEO to support delivery of the Government’s Economic Growth Mission, one of the Department’s top priorities. This is vital to upholding political stability in Northern Ireland, driving growth and investment, and supporting the Government’s reset with the regions and nations.
This role is located in the Fiscal, Economy and Trade Group within the Northern Ireland Office - which aims to drive growth and prosperity in Northern Ireland, focused on driving economic growth in the Northern Ireland economy, working with other Government departments, the NI Executive and wider stakeholders.
The Fiscal, Economy and Trade Group’s role is to work with other Whitehall departments and the Northern Ireland Executive to strengthen the Northern Ireland economy, boost innovation, drive investment, and to promote Northern Ireland as a great place to do business. It is responsible for the post EU Exit arrangements in Northern Ireland including the Windsor Framework and Retained EU Law, and for work to make the Northern Ireland public finances more sustainable in the ongoing absence of a Northern Ireland Executive. Our work also contributes to the UK Government’s Economic Growth Mission.
DUTIES AND RESPONSIBILITIES:
This is an exceptional chance to undertake a significant and varied role with tangible policy and delivery outcomes. This area of the Northern Ireland Office's work is poised to become increasingly vital as we address both the immediate and long-term economic challenges facing Northern Ireland, while actively capitalising on growth opportunities through the funding levers we manage.
The successful candidate will play a crucial part in the Fiscal, Economy, and Trade (FET) Group, contributing significantly to policy development and delivery across a range of high-profile areas. The main responsibilities of the role include but are not limited to:
Provide vital policy support to help deliver the Government's Growth Mission in Northern Ireland, including on major policy areas like the Industrial Strategy and Defence Industrial Strategy. This role offers concrete opportunities to see the direct, on-the-ground impact of your and the team's work.
Support broader policy advice concerning the delivery of UK Government funding in Northern Ireland, spanning diverse sectors such as Artificial Intelligence, Cyber, Energy and Skills. Due to the department's small size, strong candidates will have greater involvement in this delivery-focused work than is typical elsewhere.
Build and maintain a robust network with key partners, including the Cabinet Office, the other Offices for the Nations (OfNs), various UK Government departments, NI Executive departments, and external delivery bodies. The ability to broker agreements across these partners is essential. Leading the Secretariat for the Northern Ireland Growth Coordination Group, which brings together senior leaders from UK Government and NI Executive departments, is a key part of this stakeholder engagement.
Contribute to the overall policy delivery of the FET Group. This includes providing surge support on key priority work, offering comprehensive advice to Ministers on critical policy issues, and fostering cross-departmental and cross-government collaboration to achieve priorities and deliverables. You will also lead on the monitoring, governance, and business-as-usual operations of the wider team, ensuring support and resilience across the group.
Support core departmental responsibilities such as managing Parliamentary Questions (PQs), Orals, Correspondence, Freedom of Information (FOI) requests, coordinating visits, and fulfilling other general duties essential to the Northern Ireland Office's operations.
ESSENTIAL CRITERIA:
The post holder will need to demonstrate the following in their application and at interview:
A strong team ethos including the ability to build and maintain effective and responsive relationships with colleagues and stakeholders
Excellent written and oral communications skills, and the ability to influence senior stakeholders including ministers.
A track record of delivering complex policy at appropriate pace, and an ability to adjust to deliver under pressure against competing priorities.
Ability to think strategically and see the bigger picture with strong policy awareness, and capacity to understand the wider implications of both your work and that of others, including working in a political context.
Experience in providing strategic leadership and secretariat support for high-level coordination groups
DESIRABLE CRITERIA:
Experience delivering significant, multi-faceted projects within a fast-paced environment, specifically where they have identified and capitalised on opportunities for innovation and growth.
An understanding of Northern Ireland political and economic issues.
Experience working on, or understanding of, how devolution operates in Northern Ireland.

The selection process will consist of two stages:

2) INTERVIEW:
If you are successful at the sift stage and invited to interview, you will be asked to provide examples of how you have demonstrated the behaviours listed below at the level appropriate to the post.

STRENGTH:
The interview will also consist of two Strength-based questions:
Resilient - You have inner composure, recover quickly from setbacks and learn from them.
Organiser - You make plans and are well prepared. You seek to maximise time and productivity.
It is difficult to prepare for strength type questions. However, you can think through your answers, focus on your achievements and aspects you enjoy and decide how these can be applied in the organisation and role. While strengths questions are shorter and we do not expect a full STAR response, the panel is interested in your first reaction to the question and information or reasoning to support this.

The NIO offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different NIO sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
