Overview of the job

This is a non-operational facilities and services first line management job in an establishment.

Summary

The job holder will be responsible for managing the Stores, Warehouse and RIDS operation, procurement, receiving and distribution of items across the establishment. Contributes to revision of local policy and procedures.

This is a non-operational job with line management responsibilities. This role is non-rotational.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

             Manage the smooth and effective running of the stores/warehouse/RIDS function including:

o            Procurement

o            Prison vehicle maintenance

o            Staff uniform

o            Stocktaking

o            Local assets

o            Waste disposal

             Ensure that all goods are ordered, received, X- Ray/searched, receipted and stored in a secure manner and appropriately distributed in line with set protocols

             Provide advice and assurance to the Governor on all stores and Inventory matters, including the conduct of activities in Forward in Use

             Maintain the Security of the RID Unit, and associated Stores areas to ensure the Annual Security Audit is not compromised

             Ensure that the work area operates in line with Health, Safety & Fire regulations

             Contribute towards the development of local policy, procedures and practice and ensure consistency in the application of these policies

             Manage and ensure requisitions and receipted goods are processed correctly, and ensure stock levels are maintained through inventory systems

             Manage and ensure annual uniform and footwear requirements are collated, processed and that the correct quantities are ordered

             Ensure all manufactured goods are processed for distribution to other establishments

             Manage and monitor outside storage areas and containers in line with the Local Security Strategy (LSS), maintaining accurate details

             Be responsible for all RID vehicles in accordance with Health and Safety procedures and Transport Manuals.

             Undertake general forklift truck and HGV duties as and when required

             Manage and ensure vehicle checks are carried out Undertake other management tasks including:

             Be responsible for the management of all staff within your hierarchy. This includes staff performance, development and annual appraisal through to sickness absence management

             Be responsible for incident management documentation and logging onto the Incident Reporting System (IRS)

             Ensure actions arising from Standard Audit, HM Inspectorate of Prisons (HMIP) Action Plans, Managing Quality of Prison Life (MQPL) surveys including local self- audit action plans and resettlement strategies are delivered

             Ensure all HMPPS standards and Service Delivery Indicators (SDIs) are implemented and managed within the relevant work area

             Ensure all national and local policies/procedures are implemented and compliant with National Security Framework (NSF) and Local Security Strategy (LSS)

             Attend as directed any relevant boards/meetings

             Provide management and direction to staff within your area of responsibility through briefings, building informal and formal relationships and effective communication

             Produce relevant reports as required and ensure all correspondence is replied to within agreed timescales

             Manage resources to deliver the activities within the area of responsibility and contribute to the short-to-medium term business planning process

             Manage a safe working environment for staff, prisoners and visitors. Ensure Health and Safety legislation is followed ensuring Safe Systems of Work (SSOW) and risk assessments are completed in a timely manner and any faults reported promptly

The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. An ability to fulfil all spoken aspects of the role with confidence through the medium of English or (where specified in Wales) Welsh.

Technical requirements

When transferring to a Young Persons establishment the job holder will be required to successfully undertake an assessment to demonstrate suitability to work with Young People.

Holds Forklift Certificate and on their own driving licence be able to drive the forklift on a road covered by the Road Traffic Act.

If role requires, job holder will hold a Large Goods Vehicle (any person driving a 7.5 ton and above will now be required to have a Certificate of Professional Competence)

Internal applicants

Newly promoted staff to the following Band 5 first line manager roles (Hub Managers, Custodial Managers and Facilities & Services Managers) in Establishments are required to complete a qualification as part of their work objectives.

Staff that have mapped or re-graded to Band 5 who have previously worked at an equivalent level will not be required to undertake the qualification.

External applicants

All external staff joining as a Band 5 Hub Manager or Facilities and Services Manager in an Establishment are required to complete the qualification.

Hours of Work (Unsocial Hours) Allowances

37 hour working week.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment.
