HM Courts and Tribunals Service underpins our justice system and affects the lives of

As the Director for Courts and Tribunals, I am privileged to be responsible for the eight
regions in England and Wales who manage the frontline operational business in court and
tribunal hearing centres. I can only manage this significant operation with a strong
leadership team across all parts of our service. With around 11,000 staff in total and a
wide range of stakeholders, excellent leadership within our complex operating environment
is essential to our success.
The Wales Delivery Director will be responsible for the successful delivery of our services
across all jurisdictions within Wales. The post holder will be responsible for ensuring the
business continues to improve the services it offers against a backdrop of ongoing change
and operational pressures, including an enduring pandemic legacy of increased case
volumes in certain parts of the justice system.
This is a high profile, highly demanding role where you will need to demonstrate
outstanding leadership in operational and service delivery. You will have a proven track
record of success in a complex operational delivery environment and have demonstrated
significant senior impact. You will be expected to foster a positive culture providing an
inclusive service to our users and that enables diverse talent to flourish in HMCTS. You
will be someone who leads by example and can deliver change and excellent services
working in partnership with senior professional outside of your span of control. You will
also be someone who can work effectively in a highly complex stakeholder environment,
building strong relationships with the judiciary and wider justice system partners.

About the HMCTS
HMCTS is an executive agency of the Ministry of Justice. We operate on the basis of
a partnership between the Lord Chancellor, the Lady Chief Justice and the Senior
President of Tribunals.
HMCTS provides the system of support, including infrastructure and resources, for the
administration of the business of the courts in England and Wales, and those tribunals
throughout the United Kingdom for which the Lord Chancellor is responsible. We provide
the support necessary to enable judges, tribunal members and magistrates to exercise
their judicial functions independently.

Salary
The salary for this role is set within the MoJ SCS PB1 range (£81,000 - £117,800)
External candidates should expect their salary upon appointment to be £81,000 per
annum.
Existing Civil Servants will be appointed in line with the Civil Service pay rules in place on
the date of their appointment.
Contract Type
This role is being offered on a permanent basis.
This role has a minimum assignment duration of 3 years - in line with the deliverables
identified. Please note this is an expectation only, it is not something which is written into

The Role
The Delivery Director is directly accountable for the delivery of the Government’s priorities
in all aspects of HMCTS business within Wales including people, performance, resources,
and wider corporate governance.
Accountable to the Courts and Tribunals Director for providing strategic oversight,
ownership and leadership for Wales, the Delivery Director is responsible for delivering
service and performance expectations and ensuring that HMCTS continues to improve the
service offered to our stakeholders and end users, including vulnerable witnesses and
victims

Key Responsibilities
• Directly accountable for the delivery of all aspects of HMCTS business across Wales,
including performance, resource, budgetary responsibility, and wider corporate
governance.
• Work in close partnership with the senior/leadership judiciary in Wales to deliver the
aims and objectives of HMCTS.
• The role holder will need to deliver effectively through others, negotiating and agreeing
a way forward which ensures excellent levels of service within Wales. As such, they will
be accountable for building and maintaining key strategic relationships with internal,
external, cross-government and cross justice sector stakeholders.
• Develop and maintain effective close working relationships with equivalent roles
outside regional operations, particularly in National Services and HQ Service Teams,
engaging at a strategic level to deliver service improvement and performance.
• Liaise with and maintain strong working relationships with Welsh Assembly officials to
ensure effective partnership working delivery for the citizens of Wales.
• Have a lead national jurisdictional responsibility, (for example, Civil) and be the lead
operational voice providing operational input to shape service development strategy,
building, and maintaining senior strategic relationships with Service Owners and
Service Teams.
• Have overall ownership of risk management within Wales and responsibility for
ensuring risk management systems are in place to remove or manage identified risks
and maintain Business Continuity Plans.
• Working with the Wales Head of Legal Operations (HoLO), to oversee the effective
deployment of legal adviser resources between regional (in-court) activity and national
(service-based) activity and escalating issues to Operations Directorate SLT where
appropriate.
• Provide strong leadership, clear direction and support to the Senior Management Team
who will set strategic direction for the effective delivery of HMCTS priorities and service
level targets within Wales.
• Champion a culture - both in Wales and nationally - which supports the wellbeing and
engagement of our staff, ensures equality, diversity, and inclusion for both staff and
users, builds diverse teams, and allows all to feel included, safe, and valued.
• Lead on wellbeing and capability development of people in Wales and be ultimately
accountable for performance standards and regional talent and succession planning
and ensuring managers across Wales effectively develop and manage our people.

Essential Experience:

Internal Stakeholder Conversations

Panel Interview and Presentation
You will be invited to attend an interview and presentation with the selection panel. You
will be asked to prepare a verbal 5-minute presentation based on a topic that will be
provided in advance. The interview and presentation will last for approximately 45 minutes.
