Overview of the
This role sits in the Risk and Capabilities Unit. Its objectives are
job
to ensure HMPPS is managing its security risks effectively;
identify new and emerging security risks; prioritise and plan
responses to those risks; and provide the organisation with a
library of knowledge for security practice. Strong risk
management, risk resilience and risk practice will support HMPPS
in better assessing security risks and the Agency’s tolerance to
risk.
The job holder will be required to work in one of two teams within
the Risk and Capabilities Unit; the Security Practice Team or the
Risk Team. Considering the rapidly changing nature of security,
the post holder will be expected to be able to work
interchangeably or across both teams if necessary.
The Security Practice Team within the Security Risk Unit seeks
to create a centre of excellence in security standards and ensure
HMPPS becomes a ‘learning’ organisation. To achieve this, the
team will focus on three areas - practice management, practice
review and practice development. To embed and manage
effective practice, we will create a central security knowledge hub
to collate and analyse data from a range of sources. Through the
hub, key areas for learning and support will be identified and
shared with the estate. We will also seek to improve engagement
and communications with the frontline through regular security
updates, thematic bulletins and a secure information portal. To
review our practice, we will undertake both light touch and deep
dive assessments to national security risks to identify our
vulnerabilities and consider opportunities for improvement. To
develop and refine our security practice we will ensure staff have
the capability needed to ensure security underlines their work and
provides the foundation for rehabilitation. Exploring new
approaches to security including the use of behavioural insights.
Our focus is to create a modern security culture throughout the
organisation.
The Risk Team works to ensure the organisation is successfully
identifying and prioritising new security risks, enabling HMPPS to
become more proactive in its approach to managing security. The
team will help determine the current operational resilience and
tolerance to new and emerging security risks. Where a
vulnerability exists, the team builds HMPPS resilience to
prioritised risks through engagement with the relevant internal or
external stakeholders and provides recommendations on
response plans.

This is a national post; regular attendance to meetings in London
and occasional travel across the HMPPS estate will be required.

Summary
Security Practice - In the Security Practice Team the
Development Officer will support and develop a specific work-
stream:
• Practice Management;
• Practice Review; or
• Practice Development.
The post holder will be expected to develop a number of
initiatives within their dossier, as well as supporting the wider
implementation of a proactive and outward looking
practice/learning function to ensure effective delivery of
operational security. The post holder will be responsible for
identifying, researching, assessing, building and communicating
effective practice to drive improved outcomes in security
performance within HMPPS. The individual will develop high
quality, effective communications and produce evidence-based
information that will provide advice/guidance to secure settings
managed and contracted out by HMPPS to achieve a high
standard of operational practice.
Risk - In the Risk team the Development Officer will support a
team of Risk Managers in building resilience to priority security
risks. They will be responsible for scoping projects that fall within
their area of responsibility by gathering and assessing a wide
range of information from multiple sources and then extracting
and surmising the information to help the team achieve its
objectives. They will engage a variety of internal and external
stakeholders in these scoping exercises and ensure they are
informed of any outcomes. The post holder will need to be aware
of different research and analysis methodologies needed to help
the team make effective decisions on the risks that can be
tolerated or those that require mitigating actions.
The post holder will require strong communication and
interpersonal skills. The individual will be required to develop and
support a range of initiatives, whilst being able to deliver at pace.
Attention to detail and an ability to deliver high quality products
are vital. The job holder will need to build credibility with a range
of internal and external colleagues.

Duties
• General:
o To effectively develop allocated work-streams.
o To promote the work of the Directorate and Unit
internally and externally.
o To engage with a network of internal and external
security experts to effectively deal with queries from
operational staff.
o To lead on and support projects and bespoke pieces of
work on behalf of RaCU and Directorate of Security.
o To build relationships with the operational line, HMPPS
HQ and MoJ teams relevant to designated areas of
work.
• Security Practice:
o To act as a point of contact for secure settings under
HMPPS with regards to security practice, capability and
communications.
o To effectively communicate security practice to different
target audiences through varying tools such as digital
platforms, bulletins, workshops, learning days etc.
o To support and contribute towards a corporate security
knowledge base to inform strategic decision-making by
identifying key trends, reviewing recommendations and
sharing procedural or thematic learning.
o To help build an evidence-based approach to security
practice, undertaking research and/or evaluation
related activities to support the work of the Unit and
Directorate.
o To support and develop the security capability needs of
frontline staff.
o To provide advice and guidance across the
organisation on various areas of security practice.
• Risk:
o To gather information on different risks facing HMPPS
and disseminate as required.
o To support Risk Resilience Managers in prioritising and
de-prioritising risks in line with our Risk Methodology.
o To help define our operational resilience and tolerance
to emerging risks.
o To horizon scan for potential future risks that may affect
the stability of HMPPS.
