The ISC Court Co-ordinator will be responsible for the end-to-end process of ISC cases from the point of Pre-Sentence Report request in the Magistrates’ Court through the course of the court order, and monthly reviews, in Birmingham Magistrates Court. This is for a period of 3 years and thereafter an administrative role. The Court Co-ordinator will play a key role in overseeing and delivering this approach and reporting back to the MoJ. The role is expected to be jointly recruited from HMCTS and HMPP staff. The Intensive Supervision Court (ISC) pilot consists of a new intensive approach to supervising offenders on community orders, specifically to target offenders with substance misuse issues linked to their offending and aim to address their frequency and harm of re-offending and substance misuse.

ISCs differ from traditional courts in that they extend the authority of the court beyond case processing. They put the judge at the centre of rehabilitation through regularly monitoring progress with interventions to change behaviour, with the right tools at their disposal to encourage compliance, and as part of an integral team of support. ISCs encompass a range of supportive interventions tailored to provide a better response to the factors that bring people to court.

Project Delivery:

The role holder will have to monitor and report progress of the pilot to Strategic Lead and MoJ HQ, providing effective management of risk areas, generating effective solutions to complex issues and dependencies across agencies, resolving complex complaints which have an impact on organisational reputation, with support of the Strategic Lead.

Monitor, compile and report case progression and performance data from courts and other agencies as required, enabling robust evaluation, with support of the Strategic Lead.
Case management:

Oversee weekly joint case management meetings with Probation Service, Substance Misuse providers and other members of the ISC Team as appropriate. To support these meetings, maintain and present accurate records of live ISC cases and documentation for the program Schedule court sessions and staff meetings.

For example, the role holder will need to identify potential risks and then independently determine the best method to remedy delay from occurring. This may involve communicating with professionals, who may be senior in their profession, such as barristers, solicitors, or other professional court users (e.g. interpreters) via email, phone, or in person, or escalating the issue and providing information to the Listing Officer or Resident Judge as appropriate.
Operational:

Be responsible for the identification and monitoring of criminal cases from the point of Pre-Sentence Report request in the Magistrates Court, and where applicable monitoring through Magistrates Court sentencing process and throughout participant’s journey on the ISC, acting as a point of contact throughout this process for key agencies and parties involved, working closely with the listing officer, and monitoring when referred to the judge when appropriate (e.g. in the case of a breach).

Work with the Court Listing Officer to ensure timely appearance of cases into appropriate court lists following consultation with the judiciary.

Be responsible for ensuring the ISC participant cases are brought to the court’s attention for monthly reviews, which is a core part of the model.

The role holder must attend all ISC hearings (understanding where volumes will allow for individual listings). This will include sentence, review and breach, with the aim of gathering information to feed back into the pilot for evaluation purposes.

Chair pre-review meetings with key delivery partners for each ISC participant to inform the court of delays, progress or any other information that will affect case management decisions.

Maintain close contact with Probation and Prison Service when ISC participants undertake a ‘short custodial sanction’ to build close working relationships and influence where possible that interruption of rehabilitation via ISC order is minimised.
Engagement:

Building positive and effective relationships with Criminal Justice partners, the judiciary and stakeholders.

Being the point of contact for the judiciary and all justice partners for the ISC process, escalating to the Strategic Lead where necessary.

Promoting and facilitating engagement with Criminal Justice partners, the judiciary and stakeholders, raising awareness of the ISC pilot where appropriate.
Governance:

The role holder will have secretariat responsibility for the co-ordination of regular steering group meetings (chaired by the Strategic Lead) with Criminal Justice partners, the judiciary and stakeholders, to discuss implementation progress and challenges, data sharing/reporting requirements, visits etc.
