Role Purpose

(250 words max)

  • The ISC Court Co-ordinator will be responsible for the end-to-end process of ISC cases from the point of Pre-Sentence Report request in the Magistrates’ Court through the course of the court order, and monthly reviews, in Birmingham Magistrates Court. This is for a period of 3 years and thereafter an administrative role. The Court Co-ordinator will play a key role in overseeing and delivering this approach and reporting back to the MoJ. The role is expected to be jointly recruited from HMCTS and HMPP staff. The Intensive Supervision Court (ISC) pilot consists of a new intensive approach to supervising offenders on community orders, specifically to target offenders with substance misuse issues linked to their offending and aim to address their frequency and harm of re-offending and substance misuse.

  • ISCs differ from traditional courts in that they extend the authority of the court beyond case processing. They put the judge at the centre of rehabilitation through regularly monitoring progress with interventions to change behaviour, with the right tools at their disposal to encourage compliance, and as part of an integral team of support. ISCs encompass a range of supportive interventions tailored to provide a better response to the factors that bring people to court.



Key Accountabilities (600 words max)

Project Delivery:

  • The role holder will have to monitor and report progress of the pilot to Strategic Lead and MoJ HQ, providing effective management of risk areas, generating effective solutions to complex issues and dependencies across agencies, resolving complex complaints which have an impact on organisational reputation, with support of the Strategic Lead.

  • Monitor, compile and report case progression and performance data from courts and other agencies as required, enabling robust evaluation, with support of the Strategic Lead.

Case management:

  • Oversee weekly joint case management meetings with Probation Service, Substance Misuse providers and other members of the ISC Team as appropriate. To support these meetings, maintain and present accurate records of live ISC cases and documentation for the program Schedule court sessions and staff meetings.

  • For example, the role holder will need to identify potential risks and then independently determine the best method to remedy delay from occurring. This may involve communicating with professionals, who may be senior in their profession, such as barristers, solicitors, or other professional court users (e.g. interpreters) via email, phone, or in person, or escalating the issue and providing information to the Listing Officer or Resident Judge as appropriate.

Operational:

  • Be responsible for the identification and monitoring of criminal cases from the point of Pre-Sentence Report request in the Magistrates Court, and where applicable monitoring through Magistrates Court sentencing process and throughout participant’s journey on the ISC, acting as a point of contact throughout this process for key agencies and parties involved, working closely with the listing officer, and monitoring when referred to the judge when appropriate (e.g. in the case of a breach).

  • Work with the Court Listing Officer to ensure timely appearance of cases into appropriate court lists following consultation with the judiciary.

  • Be responsible for ensuring the ISC participant cases are brought to the court’s attention for monthly reviews, which is a core part of the model.

  • The role holder must attend all ISC hearings (understanding where volumes will allow for individual listings). This will include sentence, review and breach, with the aim of gathering information to feed back into the pilot for evaluation purposes.

  • Chair pre-review meetings with key delivery partners for each ISC participant to inform the court of delays, progress or any other information that will affect case management decisions.

  • Maintain close contact with Probation and Prison Service when ISC participants undertake a ‘short custodial sanction’ to build close working relationships and influence where possible that interruption of rehabilitation via ISC order is minimised.

Engagement:

  • Building positive and effective relationships with Criminal Justice partners, the judiciary and stakeholders.

  • Being the point of contact for the judiciary and all justice partners for the ISC process, escalating to the Strategic Lead where necessary.

  • Promoting and facilitating engagement with Criminal Justice partners, the judiciary and stakeholders, raising awareness of the ISC pilot where appropriate.

Governance:

  • The role holder will have secretariat responsibility for the co-ordination of regular steering group meetings (chaired by the Strategic Lead) with Criminal Justice partners, the judiciary and stakeholders, to discuss implementation progress and challenges, data sharing/reporting requirements, visits etc.


Knowledge, Skills and Experience (500 words max)

Essential:

  • Strong relationship-building skills - to be able to form positive working relationship with colleagues, judges, solicitors, and other professional court users.

  • Strong communication skills - to be able to work with a range of internal and external stakeholders, some of whom will be very senior, and ensure external stakeholders are abiding with judicial directions. This will require respectfully and confidently holding external stakeholders to account while maintaining a productive working relationship.

  • Strong organisational skills - to keep track of a wide range of cases and the actions required to progress them.

  • Strong analysis skills - to identify cases that may need additional support and take action accordingly.

  • Good IT skills - to be able to record and track cases via the court’s IT systems such as Common Platform, and to work with the Digital Support Officer to ensure video links have been set up and tested before hearings and/or trials. Training would be provided if no existing experience of HMCTS systems.

  • A working knowledge of the criminal courts system.

Desirable:

  • Experience in supporting people who are vulnerable and / or have substance misuse issues 

  • Experience of trauma-informed responses 

  • Demonstrable awareness and understanding of how various factors/criminogenic needs contribute to offending behaviour such as substance misuse, mental health, and trauma 




Problem Solving and Decision Making (300 words max)

  • The role holder will be required to generate effective solutions to complex issues and dependencies across agencies, with support of the Strategic Lead. As the ISC is for three years it is likely that throughout the lifetime of the ISC a number of challenges will arise, it will be the role holder’s responsibility to monitor and address these, and make and support decision-making to make any required changes.

  • For example, the role holder will need to identify potential causes of delay and then independently determine the best method to preventing delay from occurring. This may involve communicating with professionals, who may be senior in their profession, such as barristers, solicitors, or other professional court users (e.g. interpreters) via email, phone, or in person, or escalating the issue and providing advice to the Listing Officer or Judge as appropriate.

  • The problems will sometimes be straightforward and require the role holder to just follow procedure, and at times be novel and complex or require strong skills of persuasion to resolve, which will require initiative from the role holder.





Management of Resources (250 words max)

  • The role holder is not expected to be responsible for managing any resources. They will be responsible for the oversight of the pilot and reporting back to a Strategic Lead/Manager.









Autonomy (250 words max)

  • The role holder will have a significant degree of autonomy in the role. They will be expected to act independently and proactively to progress cases in a timely manner, making decisions that protect court time. This is a vital part of the model, which requires monthly review meetings for each participant.

  • They will lead weekly joint case management meetings and pre- monthly review meetings with the Probation Service, contracted providers supporting ISC participants, and other stakeholders as deemed necessary, and be responsible for convening these and ensure all required participants engage.










Key Relationships and Contacts (300 words max)

  • The role holder will build positive and effective relationships with all stakeholders, including the Probation Service leads for ISCs. It is vital they are able to effectively communicate priorities and concerns with all delivery partners, and encourage and influence them to communicate any issues.

  • Internally the role holder will build strong and productive relationships other court staff and the judiciary to identify and prioritise cases that will require the most coordination and take action to progress those cases accordingly. Again, these will be central relationships and they will communicate with them daily, particularly with the Resident Judge and Listing Officer(s).

  • Part of the ISC model allows judges to sentence participants to a short (maximum 28 day) custodial sanction without interrupting the running of the community order. The role holder will also need to maintain close contact with the Probation Service and the Prison Service when a ISC participant undertakes a short custodial sanction and use these relationships to ensure, where possible, that interruption of rehabilitation via ISC order is minimised. minimise any potential interruption in the delivery of their order, and therefore their rehabilitation, is minimal.

  • The role holder will be responsible for convening and leading a number of meetings crucial to the delivery of the ISC pilot, and it is vital they have the relationships in order to do so and ensure attendance.
