Overview of the job
The post holder will be part of a team creating new Workforce Delivery Models for
Prisons (WDMs). The WDMs will be used to describe delivery requirements for
specific tasks and quantify the staff resource requirements to carry them out.
They will be required to lead teams carrying out establishment visits and process
reviews of specific work areas, they will need to engage with frontline staff and
senior leadership teams in the appropriate work areas.
They will be responsible for identifying areas of potential efficiency along with
opportunities or requirements for reinvestment, including suggestions for where
resource could best be allocated to deliver our services most effectively and to
achieve the workforce ambitions of prison reform.
The post holder will need to engage with Prison and Policy leads on the delivery
requirements for routine tasks.
The role is based in the HMPPS Resource and Process Reform group, within the
Transforming Delivery in Prisons Directorate with line management responsibility for
a small team. The job holder will be required to travel extensively to visit sites and
for central review meetings in London. Overnight stays may be involved dependant
on distance travelled.
This post is non-operational open to non-operational or operational staff.
Summary
The role will be responsible for re-examining the application of the prisons
benchmark and the subsequent investment into prisons, to ensure resources are
apportioned fairly and transparently, are in the right place to achieve the best
results and allow us to respond to future business need more readily. This will help
to demonstrate a responsible approach to financial planning, for the purposes of SR
and beyond.
Responsibilities,
The job holder will be required to carry out the following responsibilities, activities

• Leading your team in the design and development WDMs and associated
guidance and implementation of the work.
• Plan and organise the teams’ delivery for the production of WDMs,
overseeing the WDMs design commencement date, delivery checkpoints
and milestones, through to the completion of the WDM task review.
• Support programme delivery through the completion of portfolio
programme documentation.
• Defining the future operating state of the business area they represent.
• Engage with Governors and PGDs on the operational risks associated with
task delivery and apply to process mapping exercises.
• Engage with Prison and Policy colleagues to understand the required
outcomes from task delivery and apply to process mapping exercises.
• Take part in Local and National Trade Union engagement on changes to
processes and resource requirements.
• Engage with frontline staff and subject matter experts on the process for
completion of routine tasks and required outcomes.
• Review team reports on task reviews to design and develop WDMs.

• Inform senior decision making on any required changes to processes and
resource requirements.
• Undertake implementation planning for WDMs, including the identification
and mitigation of associated risks and issues.
• Support the Frontline staff as required with implementation of WDMs.

• Have management skills to coordinate people from different disciplines and
with differing viewpoints within the business
• Have change management skills and enough experience to be able to bring
order to complex situations and maintain focus on the programme's
objectives
• Have negotiating and interpersonal skills
Technical
• Recognised project management qualifications or equivalent experience e.g.
PRINCE2, APM, MSP is desirable
• Knowledge or experience working in a project or programme environment
• Understand the management structures and culture of the Prisons
