Overview of the job
The role will be to support HMPPS by strengthening our risk management and
performance reporting arrangements, working collaboratively across all parts of the
Agency and wider Department where necessary.
Managing risks is a key part of everyday life, in and outside of the workplace. The
role of the Risk Team is to promote and support good risk management practices
across the Agency. The Risk and Performance Lead will be part of a small and friendly
team, responsible for managing the Agency’s strategic risk register, developing the
risk and assurance framework and provide performance reporting for the Agency
Annual Report and Accounts and ODP Outcomes.
Summary
Your responsibilities will include producing the Agency’s strategic risk register,
including identifying and analysing information and developing risk reports for the
HMPPS Leadership Team, Audit and Risk Assurance Committee, and Agency Board.
You will work with risk leads throughout the Agency to improve risk maturity. We
use a business partnering model, so the post holder will be meeting regularly with
the risk contacts and helping them to improve their risk frameworks and increase
the understanding of risks in their area, running workshops and training sessions as
required.
You will need to maintain a comprehensive overview of performance across the
Agency, with the ability to respond to queries on a wide range of topics related to
HMPPS’ performance against the Outcome Delivery Plan, performance and
assurance in key strategic risk areas, and high profile disclosures made in the Annual
Report and Accounts. You will work closely with performance leads and key
individuals across the change portfolio and commercial teams, to ensure that the
performance narratives in those areas align with the Agency’s wider strategic aims.
This role requires an ability to understand the big picture, analytical skills, and
excellent relationship building skills with the ability to negotiate and influence at
senior levels. It’s a great opportunity to get right to the strategic centre of the MoJ
and to develop a wider understanding of the Civil Service.
Responsibilities,

Reporting to the Head of Agency Risk Management & Counter Fraud and/or the
Head of Governance, you will be a business partner responsible for ensuring
business groups have robust reporting systems in place for risk management and/or
performance. You will also be developing reports for the HMPPS Leadership Team,
Audit and Risk Committee, Agency Board and the MoJ Executive Committee.
Your role will be to:
• Develop an awareness and understanding of the wider organisation and
external context and how this impacts risks and performance across the
organisation.
• Develop an understanding of the organisation’s principal risks through risk
identification and analysis and establish supporting processes for these with
risk owners. Understand the performance metrics that relate to those key
risk areas and ensure that reporting across risk and performance is suitably
aligned.

• Build excellent relationships with performance leads from across the
business and maintain an in-depth understanding of the performance
picture across HMPPS.
• Be responsible for producing risk reports for the HMPPS Leadership Team,
Audit and Risk Committee, Agency Board, MoJ Finance, Performance
Reporting Committee and MoJ Executive Committee.
• Be responsible for producing high quality content for the HMPPS Annual
Report and Accounts on the topics of risk management, assurance and
performance.
• Provide expert advice to enable the business to carry out risk management
processes including risk identification, assessment, management and
monitoring of risk, and work with the business to improve risk management
maturity.
• Build strong stakeholder relationships that promote join up across the risk
and/or performance communities.
• Contribute to ensure risk management, assurance and performance
reporting is embedded across the Agency and is applied in a consistent way.
• Contribute to the development and maintenance of the risk management
and assurance framework by producing guidance and tools as required.
• Champion risk management and have a passion for developing our risk
capability.
• Be a trusted source for advice and guidance for our risk community,
contributing to the development of our Centre of Excellence and writing
and delivering engagement and learning sessions.

This may come from a background in risk management, performance, project
management or assurance, or in working with senior decision-making functions in
your organisation. Although a qualification in risk management is not required to
apply for this role, we actively promote learning and development and will support
you to develop your risk expertise.
