About the team
The position sits within the Data Access Services Team (DAST) who efficiently enable safe and lawful access to HMCTS data to a range of users including:
Sharing unpublished data to comply with our legal obligations under statutory disclosure regimes, such as the Freedom of Information Act 2000 (FOIA) and subject access requests (SAR) made under the Data Protection Act 2018 (DPA).
Sharing unpublished management information from case management systems with Government Departments and Justice delivery partners to inform their operations and policies.
Sharing deidentified record level data with third parties such as academics and commercial organisations.
Publishing regular and adhoc management information on the HMCTS website.
DAST is an important part of Data Analysis and Insight Division (DAI) who play a key role in making HMCTS a data driven organisation. The team is made up of 97 data engineers, analysts and data access specialists who provide HMCTS, the Judiciary, other government departments and partners across the Criminal Justice system with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions and policy development.
About the role
This is an exciting opportunity to make a significant contribution to enabling HMCTS management information to be used by others to inform important operational and policy decisions and evaluations. This will involve building connections and working at pace with an extensive range of stakeholders including staff from across HMCTS, the Judiciary, other government departments, partners across the Criminal Justice system and external organisations.
This is an exciting and challenging role where you will plan, monitor and deliver multiple data sharing and access activities simultaneously, build connections with a range of colleagues across HMCTS and beyond, and deliver at pace, while effectively managing stakeholder expectations.
Your role as the Senior Data Access and Policy Officer encompasses several key aspects (but not limited to):
Co-ordinate the production of high-quality information governance documentation such data sharing agreements, memorandums of understanding, service level agreements and Data Protection Impact Assessments to enable DAI to share data with a range of organisations.
Regularly review data access and sharing processes and deliver improvements to processes.
Manage the maintenance and review of our data access and sharing records to ensure they remain up to date and activities are regularly audited. Monitor levels of compliance with these agreements to ensure appropriate use of data and provide assurance to senior level HMCTS staff.
Provide high-quality answers to ad-hoc data access and sharing queries from a wide range of HMCTS staff and external stakeholders.
Collaborate with others to effectively and efficiently document plans for the Data Access Services Team to support the successful implementation of HMCTS’s data access and sharing activities. Adapt these plans when necessary to make sure they remain relevant when circumstances change.
Develop and implement high-quality processes to enable stakeholders to efficiently report on progress against the plans. Regularly monitor progress against the plans and report key metrics to ensure we deliver our data access and sharing activities in a timely manner and deliver key milestones on time. Work with others to take corrective action when required.
Support the leadership of the Data Access Service Team to communicate these plans and progress to a range of stakeholders in clear and concise ways using a range of communication techniques.
Like all civil servants, you will be required to work in a flexible way and undertake any other duties reasonably requested by line management that match the grade and level of responsibility of this post.

The ideal candidate for this position should demonstrate:
Essential
Experience of working with data and developing/working with data policies.
Strong communication skills and an ability to influence stakeholders to recognise the importance of your work and subsequently take action to support shared outcomes.
Experience of understanding and synthesising complex information and communicating progress and issues to senior leaders.
Good organisational skills and the ability to make significant contributions to meetings that discuss the views, perspectives and needs of stakeholders to influence the delivery of our data access and sharing processes.
Experience of successfully applying a range of programme management principles and techniques to complex data programmes to deliver successful outcomes at pace.
Ability to work both independently and as part of a team, managing own time and priorities as required.
Strong written communication that is clear and succinct.

Due to the nature of the role, the minimum working hours are 30 hours a week.
Travel requirements
There will be a requirement to travel occasionally to any HMCTS site in line with business needs.
