Overview of the job
On behalf of the Secretary of State, the post holder is responsible for the
development, delivery and quality assurance of the Probation training and supporting
strategic policy across England and Wales.
Work in partnership with employers, Unions and other key stakeholders to ensure
probation professional qualifications meet the need and remain fit for purpose.
Support the provision of strategic advice to Ministers and the HMPPS Board including
Ministerial submissions, official correspondence and Parliamentary Questions.
Responsible for the Probation L&D policy and contract management in accordance
with HMPPS procurement policy.
Responsible for the commissioning and delivery of the ACCELERATE positive action
leadership programme, in partnership with stakeholders. Advise the Project Board,
support the procurement and monitoring of the delivery contract and be accountable
for the budget.
Provide technical advice and support to the HMPPS Director of Commissioning in the
context of commercial competitions for Probation services.
Accountable for delegated budgets in accordance with HMPPS financial procedures

Responsibilities,
You will be required to carry out the following responsibilities, activities and duties:
Activities & Duties
• Ensure the delivery of the Probation Qualification Framework (PQF) in NPS
Divisions and compliance with the Probation Regulatory Framework across
England and Wales, including leading the governance arrangements i.e. the
National Training Advisory Group and the Qualifications Advisory Group.
• Support the provision of strategic advice to Ministers and the HMPPS Board on all
matters relating to Probation L&D policy and delivery.
• Manage the quality assurance arrangements for the Probation qualification
arrangements with universities, VQ Assessment Centres and probation services
providers, ensuring appropriate management information, issues and risks are
reported to the Probation Qualifications Assurance Board.
• Lead on the development of the national curriculum that underpins the
qualifications (in partnership with other HMPPS directorates) to ensure that it
reflects current best practice in probation delivery.
• Responsible for the delivery of the HMPPS Probation elements of the Skills for
Justice Service Level Agreement and liaison with Awarding Body organisations.
• Contribute within the specialist Probation L&D team to ensure that Ministerial and
project deadlines are met, risks managed and organizational objectives are
achieved.
• Provide technical advice to the Director of Commissioning and the HMPPS Board
in relation to major commercial competitions for the delivery of Probation

Services, including contributing to the drafting of technical specifications,
representing HMPPS in the procurement process and quality assurance of
delivery.
• Responsible for the delivery and monitoring of high value contracts with providers
of L&D products including Higher Education (universities) and ACCELERATE
contracts.
• Represent HMPPS at national level with key stakeholders including providers of
Probation services, Unions and the Sector Skills Council.
• Account for the management of delegated budgets according to HMPPS financial
procedures including submitting business cases, profiling the budget spend and
managing accruals.
• From time to time, you may be required to cover the Head of Probation

services.
